Brief Description

The Harris Center for Mental Health and IDD ("The HARRIS CENTER") is looking for a Residential Clinical Director. The Residential Clinical Director works under the direction of the Vice President Forensic MH Services and works collaboratively with the Senior Director of Nursing Mental Health Services/Harris County Community Supervision and Corrections Department to provide quality, administrative and fiscal oversight of supervised programs/units. Also provides supervision of specialized social and/or clinical functions. Is responsible for carrying out program/unit goals and objectives. Has authority to review decisions and recommendations made by staff. This position requires travel, flexible work hours and on-call status. Responsible for program planning and implementation for a 24-hour Dual Diagnosis Residential Program.

Your Role In Action

• Plans and implements program/unit objectives in accordance with agency policies, plans and procedures.
• Demonstrates an understanding of and ensures compliance with all related standards and contract rules.
• Monitors the delivery of appropriate services. Reviews Utilization Review and Quality Assurance reports. Creates/implements/monitors corrective action plans based upon report results.
• Monitors staffing patterns of the program/unit, ensuring that positions are posted within agency guidelines.
• Ensures ongoing supervision and evaluation of program/unit staff performance to facilitate optimal performance.
• Responsible for assuring that divisional productivity targets are met for staff in supervised programs/units.
• Responsible for compliance with contract, agency mandatory training requirements and agency policies and procedures.
• Serves as a liaison in communicating relevant information between administration and program/unit staff via verbal and/or written communication as well as external agencies/facilities specific to the operating unit.
• Works collaboratively with the Vice President and the Senior Director of Nursing Mental Health Services to communicate relevant ongoing and ongoing and timely information impacting the delivery of mental health services to staff and consumers in an emergency and disaster event.
• Manages the budgets for supervised program/units in accordance with agency financial guidelines and controls. Reviews reports used in budget and productivity projections for Agency services at local, state and federal levels.
• Submits periodic reports/action plans as requested detailing critical issues and/or accomplishments of units, programs or departments.
• Ensures institution of procedures/actions to follow-up on incidents/safety issues that pose a liability risk for the agency and/or have a significant impact on the quality of consumer care.
• Works collaboratively with agency staff to enhance customer satisfaction.
• Coordinates as requested with other local and state agencies to improve operations, treatment outcomes, and collaborations.

Education

What qualifications will you need:

• Master's degree required
• Licensed Master of Social Work (LMSW) or Licensed Professional Counselor (LPC) or Licensed Marriage and Family Therapist (LMFT) required
• Doctorate of Philosophy (Ph. D) preferred

Experience

• Minimum 7 years management experience. The experience must include overseeing budget, supervision of professional staff and paraprofessional staff to include 24 hour operation coverage.
