Main Purpose of Job

This position serves as the Director of Research, Policy and Partnerships, reporting directly to the Assistant State Superintendent of the Division of Early Childhood (DEC). The role involves providing research and policy development and implementation support across DEC offices, leading the development and execution of DEC’s strategic policy agenda. Responsibilities include reviewing and assessing existing policies, identifying improvements, coordinating research and stakeholder engagement, and developing policies related to early childhood and Child Care and Development Fund (CCDF). The position emphasizes policy analysis, research, stakeholder collaboration, and strategic policy development to support Maryland’s early childhood initiatives, including regulations, programs, and systems alignment.

POSITION DUTIES
  • Manage DEC’s research, strategic planning, and policy development activities.
  • Advise on strategic priorities aligned with MSDE’s plans, federal and state laws, and program evaluations.
  • Lead research efforts including needs assessments, cost studies, and data analysis.
  • Review and update policies based on research, feedback, and legal changes.
  • Develop and communicate policies to stakeholders, ensuring clarity and compliance.
  • Monitor legislative and regulatory processes, providing guidance and analysis.
  • Build relationships with LEAs, community organizations, and government partners.
  • Prepare reports and manage responses related to early childhood policies.
  • Supervise policy and planning staff, fostering effective collaboration.
MINIMUM QUALIFICATIONS
  • Education: Bachelor’s Degree or equivalent in Public Administration, Education, Social Work, or related fields.
  • Experience: Five (5) years in management, policy development, or research related to early childhood programs. A Master’s Degree may substitute for two years of experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • Knowledge of state and federal early childhood statutes, regulations, and programs.
  • Experience with CCDF, Head Start, Pre-K, and related programs.
  • Research and evidence-based practice familiarity.
  • Skills in policy analysis, stakeholder collaboration, supervision, data interpretation, and communication.
