Job summary

Premera Blue Cross is seeking a Manager, Proposal Development to lead strategy, processes, and a team delivering high-quality proposal and sales support materials. You will ensure timely, accurate, client-focused, and brand-aligned deliverables while strengthening capability and cross-functional partnerships.

The role emphasizes improving operational effectiveness, proposal excellence, and content governance, with strong people leadership and process-improvement workstreams.

Qualifications

• Ten years of professional writing experience in marketing, public relations, proposal development, or business communications, including five years in healthcare.
• Experience leading people and cross-functional teams on strategic responses to RFPs/RFIs.
• Experience improving business processes and managing a proposal content database or enterprise repository.
• Strong planning, prioritization, resource management, problem-solving and knowledge management skills.

Responsibilities

• Manage a team responsible for proposal development services, including hiring, onboarding, coaching, performance management, recognition, and development.
• Develop team capability in proposal development, strategic writing, presentations, consulting, data literacy, and process improvement.
• Deliver proposal strategies, responses, presentations, and materials that meet quality, timing, compliance, and brand expectations.
• Coordinate cross-functional collaboration with business partners, subject matter experts, sales teams, and leaders for complex opportunities.
• Analyze performance, feedback, workload, and outcomes to identify improvements.
• Execute process, workflow, automation, and tool enhancements to improve quality and efficiency.
• Oversee governance and lifecycle of proposal content repositories and knowledge resources.
• Support organizational partnerships by influencing stakeholders and resolving barriers.
