Job summary

New York City Department of Housing Preservation and Development seeks a Director of Project‑Based Contracts to lead the PBV and NYC 15/15 portfolios, ensuring affordability and stability for New Yorkers. You will oversee award processes, contract execution, and performance across a broad, multi-agency landscape.

You will report to senior leadership, manage a team, and drive strategic initiatives to improve efficiency, compliance, and outcomes in a dynamic city environment.

Qualifications

• Master's degree with two years of professional experience in budget, financial or program administration; 18 months in supervisory capacity.
• Bachelor's degree with four years of professional experience including 18 months in supervisory or managerial roles.
• High standards for organization, analysis, and policy implementation.

Responsibilities

• Shape project-based rental assistance strategy and allocate resources across PBV and NYC 15/15 needs.
• Lead competitive funding opportunities and manage selection committees for PBV and NYC 15/15.
• Oversee the critical path from award through contract execution and renewal; resolve barriers to timely delivery.
• Strengthen contract performance with sponsors and handle amendments, renewals, and reviews.
• Translate evolving federal, state, and local regulations into clear procedures.
• Use data dashboards to identify trends, allocate resources, and improve operations.
• Develop and coach a high-performing team with clear goals and feedback.
• Collaborate across HAS, HPD Development, Asset Management, Legal, Tech, developers, and owners.
