Job summary

Urenco USA is seeking a Project Controls Director to lead cost, scheduling, risk, and change for a major capital program valued around $2bn+. You will drive governance, reporting, and assurance, guiding a large, diverse team within a regulated infrastructure setting.

The role ensures integration across cost and schedule, aligning with global Urenco standards and delivering predictable program performance. Hybrid on‑site work in Eunice, NM with leadership responsibilities.

Qualifications

  • Bachelor’s degree in a relevant discipline and certification such as APM, PMI, or AACE.
  • Minimum 5 years leading a project controls function.
  • 10+ years leading multicultural teams across the project lifecycle.
  • Experience in large capital programs and regulated infrastructure.

Responsibilities

  • Lead the program‑level project controls organization, integrating cost, schedule, risk, and change for large capital projects.
  • Implement a project controls framework that protects the $2bn+ investment with near‑term performance information and long‑term detailed analysis/projections over a 10‑year deliverable timescale.
  • Accountable for the project standards framework specific to the US and its alignment with the global function.
  • Align contractual requirements with project controls and develop global standards strategies.
  • Maintain an overview of subject‑matter experts’ skills and competencies, providing development of project support resources.
  • Manage multinational and multi‑level stakeholder expectations for project control across the program.
  • Deliver target performance levels for Project Support as defined by KPIs and manage a distributed team.
  • Implement a standard approach to Project Support and Project ways of working in the US, monitoring lessons learned for continuous improvement.
  • Develop competency model, training and development plan, and certification for project personnel in the US.
  • Proactively identify business‑unit resource needs and report to local management and IPD.
  • Build relationships with key personnel within Urenco business units, especially site engineering and project managers.
  • Monitor business‑unit satisfaction and ensure high levels of internal customer service.
  • Ensure quality and supply of competent resources, both staff and contractors.
  • Model and drive a ‘can‑do’ attitude within project system personnel.
  • Establish and maintain program‑wide cost management, forecasting, and financial reporting processes.
  • Provide oversight of budget performance, cost assurance, and investment reporting to ensure stewardship of program funds.
  • Manage program contingency and reserve strategies to support successful project delivery.
  • Independently evaluate cost forecasts, change requests, and contractor claims to protect program value.
  • Ensure a pro‑active safety culture and act as a role model throughout the project lifecycle.
