Job summary

The Haskell Company is seeking a strategic Preconstruction leader to oversee all preconstruction activities across markets. You will ensure accurate scoping, competitive pricing, and strong client engagement before construction starts, collaborating with executives, design teams, and clients to drive predictable outcomes.

This role requires a BS degree in a construction-related field and 12+ years of experience, or 16+ years in construction.

Qualifications

• Bachelor degree in construction-related curriculum with 12+ years of experience; or 16+ years in the construction industry.
• Water and wastewater preconstruction experience.
• CMAR and design-build knowledge.
• Self-perform and client-facing background.
• Strong leadership and client-service orientation.
• Solid problem-solving and communication skills.

Responsibilities

• Assist the VP of Preconstruction in strategy, vision, and business planning.
• Align Preconstruction with market goals and win strategies.
• Drive pursuit strategy and go/no-go input.
• Coordinate, manage, supervise, and train preconstruction staff.
• Develop and mentor preconstruction leadership and teams.
• Build relationships with existing and new clients.
• Prepare proposals and presentations for clients.
• Attend business meetings and industry events.
• Attract, recruit, develop, and retain top talent.
• Oversee cost models during design development or bidding.
• Ensure budgets are followed and teams are properly assigned.
• Maintain preconstruction tools and standards across markets.
• Leverage historical costs for estimates and analysis.
• Oversee risk management, pricing strategy, and contingencies.
• Review constructability and value analysis.
• Monitor monthly cost analysis and department budget.
• Drive process improvements to increase win rate.
• Support buyout and early execution as needed.
• Develop strategies to increase project margins.
• Drive adoption of digital estimating tools, data-driven decisions.
