Job summary

City of Springdale seeks a senior leader to plan and implement park programs, develop new park areas, and ensure maintenance of park lands. You will set rules, policies, and procedures for parks that meet public needs and expectations.

The role requires directing a department with multiple supervisory layers, overseeing budgeting, public relations, and ongoing program development to deliver high-quality services to residents.

Qualifications

• Bachelor’s degree in public administration, parks and recreation, or related field.
• Eight (8) years of related experience and/or training.
• Two (2) years of supervisory or management experience.
• Equivalent combination of education, training, and experience may be considered.
• CPRP certification and a CPO preferred.
• Ability to utilize resources to obtain information and data for routine assignments and special projects.
• Ability to establish and maintain effective working relationships with management, staff, City departments, and the public.
• Ability to learn and effectively use technology, systems, and tools for duties.
• Ability to communicate effectively, both orally and in writing, and maintain a professional demeanor.
• Ability to plan, organize, prioritize, multitask, solve problems, and work independently with supervision.
• Maintain confidentiality and discretion with sensitive information.
• Ability to work in a team-oriented environment and contribute positively.
• Ability to learn, recall, and apply laws, regulations, and standards applicable to duties.

Responsibilities

• Foster a culture of engagement, belonging, and high performance.
• Provide quality customer service to internal and external stakeholders and maintain positive working relationships.
• Directly supervise three subordinate supervisors overseeing up to 150 positions total.
• Provide leadership and direction to personnel within the department.
• Develop goals and objectives aligned with organizational priorities.
• Plan, organize, direct, and evaluate departmental operations and programs for efficient service.
• Develop and maintain departmental policies, procedures, programs, and standards.
• Identify current and future departmental needs and plan staffing, equipment, and facilities.
• Prepare, administer, and monitor the departmental budget and expenditures.
• Represent the department at meetings, hearings, events, and with media.
• Prepare reports and recommendations to executive leadership and elected officials.
• Ensure timely responses to citizen inquiries and requests.
• Lead organizational change and continuous improvement in the department.
• Oversee timekeeping processes and payroll deadlines.
• Oversee maintenance and operation of parks and facilities.
• Solicit public input and hold meetings to discuss proposed projects.
