JOB SUMMARY:

Under the general direction of the Assistant City Manager, performs highly responsible management and complex professional administrative work involving planning, organizing, staffing, directing, and controlling the activities of the City's Parking and Code Compliance Office. Primary responsibilities include planning, budgeting, organizing, motivating, and managing personnel. Work is reviewed through conferences and written reports for adherence to established policies, work objectives, and general observation.

EDUCATION/EXPERIENCE:

Required:

Bachelor's Degree from an accredited college or university with major course work in public or business administration, supplemented by five (5) years of supervisory experience in municipal administration including experience managing code, public parking, in a central business district and tourism-based area, or an equivalent combination of training and experience.

Preferred:

Master's Degree from an accredited college or university with major course work in public or business administration, supplemented by seven (7) years of supervisory experience in municipal administration.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
  • Manages assigned services, operations, and activities of the Parking and Code Compliance Office including all parking, enforcement of building, health and safety, vehicle, City and/or municipal and zoning codes.
  • Supervises the day-to-day operations of Parking and Code Compliance staff; reviews and evaluates the work of office personnel; collects, analyzes, and interprets work product data for purposes of special studies and reports.
  • Develops action plans and initiatives related to parking and code compliance program operation to improve efficient and effective enforcement related to parking, housing, dangerous buildings, business licenses, improper or illegal signage, and other health and/or safety violations.
  • Serves as the liaison for Parking and Code Compliance to other departments, offices and outside agencies; attends various meetings to work with and educate citizens; responds to and resolves difficult and sensitive inquiries and complaints; negotiates and resolves sensitive and controversial issues.
  • Oversees and recommends the development and administration of the Parking and Code Compliance Office annual budget; is responsible for forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
  • Participates in field investigations; conducts site visits, reviews reports prepared by Parking and Code Compliance Officers; issues citations and prepares requests for criminal complaints as needed.
  • Prepares cases for prosecution and may testify in court regarding compliance action; may package relevant materials and documentation for Special Magistrate hearings.
  • Develops, coordinates, and participates in educational and other community outreach programs pertaining to community preservation to parking an code compliance efforts.
  • Conducts a variety of organizational and operational studies; recommends and implements modifications to Parking and Code Compliance programs, policies and procedures as needed.
  • Manages and ensures compliance with City goals, objectives, and administers operational policies and procedures.
  • Reviews professional literature; stays abreast of current developments, new trends, and innovations in the field of parking and code enforcement on a local and national level.
  • Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers.
  • Conducts feasibility studies to determine need for additional parking facilities, meter rate changes, parking citation structure changes, delinquent citation follow-up procedures, meter collection system, and presents findings to City Manager and City Commission.
  • Prepares plans and specifications necessary to develop parking sites to optimize utilization.
  • Responds to operational needs and incidents outside of normal business hours, including evenings, weekends, holidays, special events, and emergency operations, as required.
  • Initiates site acquisition and develops supporting data necessary to negotiate purchase or lease of property.
  • Reviews and authorizes payroll, reviews employee performance.
  • Conducts and attends public meetings; responds to City Commission requests; prepares Commission agenda items; and makes presentations before the City Commission, boards, committees, and other public or community groups, as required.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Performs other related duties as requested or assigned.
KNOWLEDGE, SKILLS, ABILITIES:
  • Knowledge of transportation, mobility and parking principles and practices.
  • Knowledge of management principles and methods.
  • Knowledge of modern principles, practices and techniques in revenue control pertaining to the parking industry.
  • Advanced knowledge of procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations.
  • Extensive knowledge of court documents including procedures for citation issuance and obtaining various types of inspection warrants.
  • Extensive knowledge of and ability to apply principles and practices of organization, management and personnel relations.
  • Extensive knowledge of city services and organizational structure as they relate to code compliance.
  • Knowledge of municipal, state and federal parking ordinances.
  • Knowledge of local geography.
  • Knowledge of engineering requirements and construction methods as it relates to the parking industry.
  • Knowledge of the prerequisites of court adjudication.
  • Ability to interpret parking laws and regulations; to read and interpret plans, blueprints and specifications.
  • Ability to analyze data processing reports associated with revenue control and expenditure reports.
  • Ability to prepare and present clear and concise administrative and technical reports.
  • Ability to maintain current information on recent developments, literature, and trends in the parking industry.
  • Ability to respond to citizens complaints and inquiries in an impartial and professional manner.
  • Ability to schedule, assign, supervise and provide training to subordinate personnel.
  • Ability to communicate effectively, orally and in writing, and to prepare concise and accurate reports and written recommendations.
  • Ability to maintain effective working relationships with employees, City Officials, public agencies, and the general public.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
PHYSICAL DEMANDS:
