Job summary

The City of Rapid City is seeking a Parking Operations Manager to supervise the operation and maintenance of the City’s revenue-supported parking program and enforcement activities.

You will direct daily parking system operations, supervise Parking Division staff, monitor facilities and data, and prepare reports and plans for leadership and boards. Strong budgeting and governance experience preferred; on-site role with occasional coordination.

Qualifications

  • Bachelor's degree preferred.
  • Five or more years of related experience required.
  • Valid South Dakota driver's license or ability to obtain one within 30 days of hire.
  • Previous supervisory experience preferred.
  • Exposure to outdoor conditions and noise in parking environments.

Responsibilities

  • Directs and oversees daily operations of the public parking system, including parking lots, ramps, meters, parking enforcement, revenue collection, and related services.
  • Supervises, directs, and evaluates Parking Division employees; assigns work, establishes priorities, and ensures effective and efficient delivery of parking services.
  • Monitors parking facilities, equipment, and usage to identify issues; coordinates corrective actions as necessary.
  • Collects, analyzes, and interprets parking system data; prepares operational plans, reports, and studies and makes recommendations regarding improvements, rates, leases, and hours of operation.
  • Administers parking revenue, billing, collections, and financial records; monitors lease parking records, and maintains accurate records of parking operations and enforcement activities.
  • Develops and manages the Parking Lots and Area Fund, including preparation and administration of the annual budget and related financial activities.
  • Prepares bid specifications, procurement documents, and agreements for parking services and related services; monitors contracts and service agreements.
  • Coordinates procurement, maintenance, repair, and replacement of parking equipment, supplies, and facilities to support operations.
  • Prepares and presents reports and recommendations to City leadership and boards regarding parking operations and needs.
  • Coordinates Parking Advisory Board meetings, agendas, materials, and follow-up activities.
  • Responds to public inquiries and concerns regarding parking operations, including appeals; reviews appeals and determines validity.

Essential Duties and Responsibilities:

  • Directs and oversees daily operations of the public parking system, including parking lots, ramps, meters, parking enforcement, revenue collection, and related services.
  • Supervises, directs, and evaluates Parking Division employees; assigns work, establishes priorities, and ensures effective and efficient delivery of parking services.
  • Monitors parking facilities, equipment, and usage to identify operational, maintenance, security, vandalism, and repair needs; coordinates corrective actions as necessary.
  • Collects, analyzes, and interprets parking system data; prepares operational plans, reports, and studies and makes recommendations regarding parking system improvements, rates, leases, and hours of operation.
  • Administers parking revenue, billing, collections, and financial records, monitoring lease parking records, and maintaining accurate records of parking operations and enforcement activities.
  • Develops and manages the Parking Lots and Area Fund, including preparation and administration of the annual budget, purchase orders, invoices, expenditures, and related financial activities.
  • Prepares bid specifications, supporting procurement documents, and agreements for parking services, equipment, consultants, hearing officers, contractors, and other related services; monitors contracts and service agreements.
  • Coordinates the procurement, maintenance, repair, and replacement of parking equipment, supplies, and facilities to support reliable parking operations.
  • Prepares and presents reports, plans, and recommendations to City leadership, the Parking Advisory Board, City Council, public bodies, citizen groups, and other stakeholders regarding public parking operations and needs.
  • Coordinates and facilitates Parking Advisory Board meetings, including preparation of agendas, materials, presentations, and follow-up activities.
  • Responds to public inquiries and concerns regarding parking operations and enforcement, including parking facility conditions, snow removal, parking usage, and citation appeals; reviews appeals and determines their validity.
  • Coordinates with Long Range Planning and other City departments regarding parking district boundaries, amendments to the Downtown Parking Plan, parking needs, and other matters affecting the public parking system; represents the City in matters related to public parking.

Qualifications:

  • Bachelor's degree from accredited four-year college or university in Business Administration or a related field preferred.
  • Five or more years of related experience required.
  • Valid South Dakota driver's license or ability to obtain one within 30 days of hire.
  • Previous supervisory experience preferred.
  • Exposure to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions and extreme heat or cold.
  • Noise level in the work environment is usually loud.
  • Regularly required to stand; walk; use hands to finger handle, or feel and reach with hands and arms.
  • Frequently required to stoop, kneel, crouch, or crawl and talk or hear.
  • Occasionally required to climb or balance and talk, hear, taste or smell.
  • Regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
