Qualifications

• Bachelor's degree in Civil Engineering or related field from an accredited institution.
• Twelve years of experience in transit/industrial settings managing contracts, procurement, engineering, and maintenance processes.
• Seven years of people management or enterprise-wide project leadership in transit/industrial environments.
• Experience developing and monitoring operating and capital budgets.
• Experience developing and articulating capital investment programs.
• Experience presenting to executive management, staff, and regulatory agencies.
• Ability to handle sensitive information appropriately.
• Excellent customer service and conflict resolution skills.
• Possession of a valid driver's license without infractions.
• Ability to supervise and work with a diverse workforce.

Responsibilities

• Oversee 300+ employees, consultants, and contractors responsible for inspection, maintenance, repair, upgrade, design, construction of track infrastructure.
• Lead efforts to enhance customer experience through repair, maintenance, and modification of track infrastructure.
• Provide leadership to E&M Infrastructure leadership and monitor current state of MOW and capital projects.
• Support SCM, PSM, and SFS, and be prepared to lead E&M in leadership absence.
• Lead resource allocation and budget decisions, align with strategic goals, establish KPIs and metrics.
• Advance shift from reactive to preventative/predictive maintenance via data analytics and planning.
• Establish and monitor preventative maintenance schedules for field staff.
• Develop procedures, manuals, specs for testing, maintenance, inspections, repairs.
• Develop production schedules for renewal, upgrade, and maintenance of track assets.
• Review specifications and RFPs for consultants/vendors; participate in supplier selections.
• Ensure safe storage and maintenance of inventory, equipment, and facilities.
• Manage annual operating and capital budgets with sound fiscal oversight.
• Assist with staffing needs and participate in recruitment and selection.
• Ensure training for crews to perform tasks and comply with policies.
• Monitor investigations into system failures and corrective actions.
• Uphold safety standards and compliance with policies, discipline, and trainings.
• Establish sound union/management relations and respect for collective bargaining agreements.
• Respond courteously to inquiries and emergencies 24/7.
