Job summary

The City of Philadelphia seeks a Director of Strategic Planning to lead the Office of Strategic Planning and its Project Management and Delivery Office (PMDO). You will oversee a portfolio of high‑impact initiatives, translate strategic priorities into actionable plans, and supervise the project management team to deliver measurable outcomes.

Working with department leadership, city partners, and external stakeholders, you will guide implementation of the five‑year plan, establish PMO standards,

Qualifications

• Master’s degree in public administration, public policy, business, JD or related field required.
• Experience leading strategic planning, PMO/PMDO, and cross‑department initiatives preferred.
• Knowledge of performance management and data‑driven decision making.

Responsibilities

• Lead implementation of the five‑year strategic plan and priority initiatives.
• Oversee PMDO, supervise project managers, and establish governance standards.
• Translate strategic goals into actionable plans with milestones and metrics.
• Coordinate across departmental units and external partners for alignment.
• Provide executive guidance on policy considerations and risk mitigation.
