Job summary

Community Roots Housing seeks a Director of Property Management in Seattle to oversee the Property Management Department and all CRH properties. You will work with the VP of Property Operations to guide financial management, staff development, and policy implementation across sites.

The role requires seven years in affordable housing management, strong HUD compliance experience, and leadership skills to coordinate cross-functional teams, drive tenant relations, and ensure regulatory adherence.

Qualifications

  • Seven years’ experience in affordable housing property management, auditing or related area, including IRS Section 42 and HUD compliance.
  • Experience with HUD contracts and Housing Assistance Payment Renewals.
  • Knowledge of landlord-tenant law and fair housing.
  • Minimum 5 years supervisory experience managing staff.
  • Strong leadership and communication skills; able to coordinate cross-functional teams.
  • Proficient with property management software such as RealPage.
  • Experience working with diverse populations and cultures; effective in varied communication styles.
  • Ability to work with little or no supervision and manage time effectively.
  • Excellent organizational skills and ability to meet deadlines.

Responsibilities

  • Oversee financial management, monitoring monthly reports and annual budgets.
  • Lead and train staff on property management tools and processes.
  • Supervise Regional Manager group and support staff hiring and development.
  • Coordinate repairs, maintenance, and capital planning with facilities and managers.
  • Ensure tenant relations are strong and tenant records are well maintained.
  • Ensure compliance with Fair Housing and landlord-tenant laws; report timely to leadership.

Job Summary

The Director of Property Management will collaborate with and report to the Vice President of Property Operations to provide oversight and guidance to for the Property Management Department and all CRH properties.

Duties And Responsibilities
Financial Management, Accounting, and Reporting:
  • Monitors monthly financial reports to ensure operational budgets are within the budgeted limits for the building portfolio
  • Oversees the initial draft of the annual building budgets
  • Supports staff in enforcement of Community Roots Housing rent collection policies and procedures
  • Ensures monthly batch reports are turned in and processed
  • Track and report to Vice President of Property Operations on vacancies, delinquencies, certifications due, financials, resident concerns, and other key metrics using property management software and other tools
  • Lead and train staff on property management software and other management tools
Leadership
  • Identifies opportunities for cross department collaboration and effectively builds relationships to facilitate cross functional teams
  • Encourages a collaborative and accountable leadership approach with Regional Managers for department oversight and portfolio management
  • Collaborates with Director of Compliance and Director of Resident Services to build policies and procedures that focus on tenant housing stability and eviction prevention
  • Collaborates with Director of Facilities to build policies and procedures for unit turns, service requests and building inspections
Supervisory
  • Supervise Regional Manager group
  • Hires, trains, mentors, evaluates and disciplines assigned staff
  • Supports managers in hiring and supporting staff teams at properties
  • Meets regularly with direct reports, supports professional development and ongoing work
  • Ensures new managers receive comprehensive training within first 6 months
  • Covers for absences for Regional Managers
Repairs And Maintenance
  • Collaborates with the Director of Facilities and Regional Managers to address capital needs, preventative maintenance, procurement processes and warranty work
  • Works with managers and staff to minimize operating expenses related to maintenance
  • Ensures unit turns are completed within the established timelines to fill vacancies on deadline
  • Oversees annual inspections for CRH and external funding sources
Tenant Relations And Management
  • Ensures staff maintain high standards of customer service, address tenant complaints, while ensuring that tenants’ rights are maintained
  • Oversees accurate and up to date tenant record keeping in tenant database
Compliance
  • Ensures that property management practices comply with Fair Housing and Landlord tenant law
  • In collaboration with the Director of Compliance, oversees the timely submission of annual reports and responses, certifications and other compliance requirements
Other
  • Lead and manage special projects as assigned by the Vice President of Property Operations

Other duties as assigned to manage the building portfolio

Requirements
Minimum Qualifications:
  • Excellent leadership, communication, management, and organizational skills
  • Experience with HUD contract and Housing Assistance Payment Renewals
  • Minimum seven years’ experience in affordable housing property management, auditing or other related area, which must include a working knowledge/experience with IRS Section 42 and HUD compliance
  • Knowledge of landlord tenant law and fair housing
  • Minimum of 5 years supervisory experience, multiple staff within property management
  • Standard Business English, ability to speak, read and write
  • Intermediate Computer Skills; Microsoft Office, Outlook and Internet
  • Experience using Property Management software such as RealPage
  • Experience working with a diverse populations, cultures and communication styles
  • Ability to follow instructions accurately and to problem solve effectively
  • Proven ability to work with little or no direct supervision on a daily basis
  • Ability to organize time efficiently, prioritize tasks and perform tasks in a self-directed manner
  • Ability to cope with deadline pressures and customer service needs
Preferred Qualifications
  • HUD Certified Occupancy Specialist (COS), Tax Credit CP3 or related compliance certification
  • Commercial property management
  • Residential leasing experienceExperience working with seniors and/or disabled
Supervisory Responsibility

Supervise five Portfolio Managers over 39 sites

Physical Demands:

Work site may have stairs and no elevator. Employees are expected to perform their work in such a manner as to eliminate or reduce any potential hazards to an acceptable level. Employees are also expected to report actual or potential hazards to management and the Safety Committee.
