Job summary

Lawrence Berkeley National Laboratory is seeking a dynamic Project Controls Department Head in the Engineering division to lead the Project Planning and Controls department and shape its strategic direction. You will advise the Division Director on capabilities, tools, and project controls for large, complex DOE projects and externally led programs.

You will oversee staff, budget, and tools, ensuring rigorous planning, scheduling, and execution across LBNL projects, including construction

Qualifications

• Bachelor's/advanced degree in a related field and at least 12 years of education and/or applied experience in planning and control of moderate to large DOE projects.
• Supervisory experience required.
• Experience presenting project status, reporting, controls, and execution status to evaluation/review boards.
• Knowledge of DOE and LBNL project management requirements, including DOE Order 413.3c and EVMS techniques.
• Excellent written and oral communication skills; ability to interact with management and external agencies; strong consensus-building skills.
• Strategic planning and implementation skills; ability to manage multiple projects with varying priorities.

Responsibilities

• Lead and supervise the Project Planning and Controls Department staff.
• Manage talent selection, performance, career development, and workload leveling of staff.
• Provide PC support for Projects across the LBNL organization including construction projects.
• Collaborate with the Deputy of Operations to develop tools for staffing and deployments.
• Oversee department budget and strategy.
• Identify best practices and tools for PP&C across the DOE complex.
• Provide strategic leadership to Engineering Division on PC capabilities.
• Lead/participate in project management networks, working groups, and external reviews.
• Maintain collaboration with LBNL PMO, PI and stakeholders to meet project objectives.
• Appoint Earned Value Surveillance Officers and advise PMO.
• Partner with PMO, DOE, and Engineering Management to align policies, standards, and DOE requirements.
