Jobbeschreibung

PMO Partners is conducting a confidential search on behalf of an established, nationally recognized healthcare services organization seeking a Director of Program Management to establish and lead its enterprise Project Management Office (PMO).

This is a unique opportunity for an experienced program and portfolio management leader to build a centralized PMO function from the ground up, working closely with executive leadership to align strategic priorities, technology investments, and enterprise initiatives with measurable business outcomes.

The Director will be responsible for developing the PMO's operating structure, establishing governance and prioritization processes, building and leading a team of Project Managers, and providing executive leadership with clear visibility into project performance, resource allocation, financial commitments, and organizational risks.

The ideal candidate combines strategic leadership capabilities with a hands-on approach to delivery. Significant experience implementing enterprise SaaS solutions, managing interconnected technology initiatives, and influencing senior stakeholders is essential.

Key Responsibilities
  • Design and establish the enterprise PMO operating model, governance standards, delivery methodologies, and long-term maturity roadmap.
  • Develop staffing plans and recruit, mentor, and manage a team of Project Managers.
  • Establish performance expectations and provide direct oversight and intervention for complex or challenged initiatives.
  • Evaluate, select, and implement portfolio management tools, dashboards, and executive reporting capabilities.
  • Establish structured project intake, evaluation, approval, and prioritization processes.
  • Ensure initiatives have defined objectives, budgets, timelines, resource requirements, and accountable owners before execution.
  • Maintain an enterprise portfolio roadmap aligned with strategic and operational priorities.
  • Partner with executive leadership to evaluate investment opportunities, competing priorities, resource constraints, and delivery trade-offs.
  • Coordinate dependencies across business functions, technology teams, and external partners.
Program & Project Delivery Oversight
  • Oversee enterprise initiatives to ensure adherence to approved scope, schedules, budgets, and quality expectations.
  • Establish consistent risk, issue, dependency, and decision management processes.
  • Lead project recovery efforts and resolve delivery challenges requiring cross-functional coordination.
  • Facilitate governance meetings, executive steering committees, and portfolio performance reviews.
  • Maintain accountability for decisions, corrective actions, and project outcomes.
Enterprise Technology & SaaS Implementations
  • Lead and oversee complex SaaS implementations involving multiple platforms, business functions, and external vendors.
  • Coordinate systems integration, data migration, testing, deployment, organizational readiness, and legacy system transitions.
  • Develop standardized technology implementation frameworks and repeatable delivery practices.
  • Partner with IT, Information Security, Legal, Compliance, and Procurement on vendor evaluations, contracts, statements of work, and implementation planning.
  • Ensure effective operational handoffs, user adoption, and post-implementation support.
  • Apply established governance and delivery standards to emerging technologies, including AI-enabled solutions.
Financial Management, Reporting & Business Value
  • Develop executive-level dashboards, portfolio KPIs, and performance reporting.
  • Monitor project budgets, financial forecasts, resource utilization, and delivery capacity in collaboration with Finance.
  • Provide financial analysis, scenario modeling, and investment recommendations to executive leadership.
  • Establish measurable project baselines and evaluate business value following implementation.
  • Apply continuous improvement methodologies, including Lean and Kaizen, where appropriate.
  • Promote accountability and effective collaboration across technology, finance, clinical, and operational stakeholders.
Required Qualifications
  • Bachelor's degree in Business Administration, Management, Information Systems, Healthcare Administration, Finance, or a related discipline.
  • Active Project Management Professional (PMP) certification.
  • Minimum of 8 years of progressive experience in project management, program management, portfolio management, PMO leadership, or strategic execution.
  • At least 4 years of direct leadership experience managing Project Managers.
  • Demonstrated success establishing, developing, or significantly improving enterprise PMO functions and governance frameworks.
  • Extensive experience leading enterprise SaaS implementations from planning through deployment and adoption, including vendor coordination, integration, data migration, testing, and go-live activities.
  • Experience managing complex, interdependent technology initiatives within a broader program or portfolio.
  • Strong background in vendor evaluation, commercial oversight, statement of work review, and total-cost analysis.
  • Experience facilitating executive steering committees and supporting enterprise investment and prioritization decisions.
  • Working knowledge of predictive, Agile, and hybrid project delivery methodologies.
  • Advanced proficiency in Microsoft Excel and PowerPoint, including the ability to independently develop executive-level reporting and presentations.
  • Strong financial acumen, organizational change management experience, and demonstrated ability to influence stakeholders across multiple levels of an organization.
Preferred Qualifications
  • Master's degree in Business Administration, Healthcare Administration, Finance, Information Systems, or a related field.
  • Additional professional certifications such as PfMP, PgMP, PMI-ACP, Prosci, or Lean Six Sigma.
  • Experience implementing enterprise platforms involving workforce management, ERP, finance, CRM, marketing automation, quality management, or business analytics.
  • Knowledge of systems integration, enterprise data management, and AI-enabled technology solutions.
  • Experience within healthcare, healthcare services, healthcare staffing, or another highly regulated industry.
  • Familiarity with healthcare data privacy, information security, and compliance requirements.
