Job summary

Job Summary

The Director of Program Finance will lead the Program Controls Finance function and provide financial oversight for all government and commercial programs. This position is responsible for managing the annual budgeting and forecasting process, financial performance reporting, pricing proposal review and approval, program profitability analysis, corporate backlog management, and support of mergers and acquisitions activities. The Director of Program Finance will partner closely with executive leadership, program management, contracts, and accounting to ensure sound financial decision-making, compliance, and operational excellence.

The position will oversee a team of Program Control Analysts and will serve as a key financial advisor to department leaders throughout the organization.

Essential Duties and Responsibilities
  • Lead and manage the Program Finance Department, including direct supervision, development, and performance management of Program Control Analysts.
  • Direct all program financial planning, reporting, forecasting, and analysis activities for government and commercial contracts.
  • Develop, maintain, and oversee the Company's annual operating budget.
  • Partner with department heads and senior leadership to review budget-to-actual performance, identify variances, and recommend corrective actions.
  • Provide monthly financial performance reporting and analysis to executive management.
  • Review, analyze, and approve pricing proposals, cost estimates, and financial models supporting new business opportunities and contract modifications.
  • Support proposal strategy development by ensuring compliance with applicable pricing regulations, contractual requirements, and internal financial objectives.
  • Monitor program financial performance, including revenue recognition, margins, and contract profitability.
  • Maintain and report on contract backlog.
  • Participate in and support mergers, acquisitions, divestitures, and other corporate development initiatives, including financial due diligence, integration planning, and valuation support.
  • Partner with Accounting during monthly, quarterly, and annual close processes to ensure proper revenue recognition, and financial reporting.
  • Ensure compliance with Government contracting regulations, Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), Generally Accepted Accounting Principles (GAAP), and company policies.
  • Develop and implement financial controls, procedures, and process improvements to enhance accuracy, efficiency, and scalability within Finance.
  • Prepare and present financial analyses and recommendations to executive leadership and ownership.
  • Support audits, government reviews, and customer financial inquiries as required.
  • Foster a culture of accountability, continuous improvement, and professional development within the Program Finance team.
Qualifications and Requirements
  • Seven (7) or more years of progressively responsible experience in Program Finance, Government Contracting Finance, Financial Planning & Analysis (FP&A), Program Control, or related financial management roles.
  • Minimum three (3) years of leadership experience managing finance, program control, or financial analysis personnel.
  • Bachelor's degree from an accredited institution in Finance, Accounting, or related field.
  • Extensive experience supporting Department of Defense (DoD) and Federal Government contracting environments.
  • Microsoft Dynamics 365 Business Central experience highly desired.
  • Strong understanding of US Government contract types including FFP, CPFF, T&M, and similar.
  • Advanced knowledge of budgeting, forecasting, financial modeling.
  • Experience preparing, reviewing, and approving pricing proposals and cost estimates.
  • Working knowledge of mergers and acquisitions, financial due diligence, and integration activities preferred.
  • Advanced understanding of Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), Defense Contract Audit Agency (DCAA) requirements, and financial system adequacy standards.
  • Good understanding of Generally Accepted Accounting Principles (GAAP).
  • Exceptional analytical, organizational, and problem-solving skills.
  • Ability to communicate effectively with executive leadership, program managers, business development personnel, and external stakeholders.
  • Highly detail-oriented with the ability to balance strategic priorities and operational execution.
  • Proven experience identifying process improvement opportunities and implementing effective solutions.
  • Advanced proficiency in Microsoft Excel and financial reporting tools.
  • Ability to work effectively in a fast-paced, deadline-driven environment while managing multiple priorities.
  • Ability to exercise sound business judgment, evaluate complex financial situations, and provide actionable recommendations.
