Job summary

Qualifications

• Knowledge of City policies and procurement procedures.
• Knowledge of laws, regulations and statutes related to procurement.
• Knowledge of generally accepted accounting principles (GAAP).
• Ability to exercise independent judgment and discretion.
• Ability to communicate effectively, both orally and in writing.
• Ability to instruct and lead others.
• Ability to prioritize, schedule and delegate assignments.
• Ability to maintain records.
• Skill in analyzing, interpreting and preparing procurement documents.
• Skill in research and analytical techniques.
• Experience managing staff and budgets.
• Experience with vendor relationships and contracting.

Responsibilities

• Direct and manage procurement of goods and services for City and Fleet Division.
• Develop and enforce procurement policies and procedures.
• Oversee fleet replacement program and contract developments.
• Supervise all Purchasing staff and conduct performance reviews.
• Budget development, financial forecasting and expenditure monitoring.
• Review RFIs/RFPs/RFQs for compliance with laws and city rules.
• Coordinate with City departments to determine procurement needs.

Education

Bachelor’s degree in Public Administration, Business Administration or related field

Master’s degree preferred

12 years of progressively responsible experience
