Job summary

City of Pittsburgh seeks an Assistant Director of Procurement to lead citywide purchasing operations and fleet management. You will ensure compliance, oversee bidding, vendor selection, and contract negotiations to achieve cost-effective results across departments.

You will guide staff, provide strategic oversight, and represent the division with internal and external stakeholders. The role emphasizes process improvements and cost reduction.

Qualifications

• Five years of full-time procurement or closely related experience.
• Bachelor's Degree in Business Administration, Management, Finance, Public Administration, or related field.
• Equivalency may substitute education for work experience; Total Qualifying Requirement is seven (9) years.

Responsibilities

• Manages and coordinates Citywide procurement operations.
• Provides strategic oversight of City fleet management, including asset acquisition, maintenance planning, lifecycle cost analysis, regulatory compliance and fleet replacement scheduling.
• Oversees the preparation and evaluation of bid proposals, selection of contractors, and negotiation of contracts for cost‑effective supplies and services.
• Procures and/or directs procurement of goods and services in accordance with laws, regulations, and standards.
• Determines procurement strategy and develops bid/proposal specifications for consistency with standards.
• Assembles evaluation committees to evaluate responses to RFPs/RFQs and participates as needed.
• Identifies opportunities for continuous improvement in procurement and contracting processes.
• Analyzes citywide and departmental spending to identify cost-reduction opportunities.
• Prepares reports and visual aids by collecting and analyzing data.
• Ensures procurement practices are open and competitive; provides leadership and guidance in procurement processes.
• Communicates procurement policies to staff and interprets procedures as necessary.
• Establishes schedules and methods for the Purchasing Unit and policy renewals based on department needs.
• Researches complex purchasing-related matters and informs department leadership.
• Represents the Office of Management and Budget and Division of Procurement before City Council and other governments.
• Conducts training of city employees in procedures and techniques; provides technical guidance.
• Performs other related tasks and duties as assigned.
