Job summary

JD Ross Energy seeks a Director of Preconstruction to lead the preconstruction phase on BESS and other energy projects in the United States. You will own estimating, scheduling, procurement strategy, risk assessment, and proposal development.

You will coordinate across business development, engineering, procurement, and project delivery to establish project scope, cost, schedule, and execution strategy before construction. Strong experience in EPC delivery and remote leadership is required.

Qualifications

  • 10+ years in construction, PM, estimating, or preconstruction.
  • 5+ years leading preconstruction activities.
  • Experience with utility-scale or distributed energy projects; BESS preferred.
  • Understanding of EPC delivery models, contracting and procurement.
  • Experience developing and managing project estimates and CPM schedules.

Responsibilities

  • Lead preconstruction activities including estimating, scheduling, procurement planning and risk reviews.
  • Develop and validate conceptual through firm fixed-price estimates.
  • Assess technical, commercial, regulatory, and execution risks during development.
  • Develop baseline schedules incorporating engineering, procurement, and construction needs.
  • Partner with engineering to evaluate design alternatives and improve cost and constructability.
  • Develop procurement strategies for long-lead equipment and scopes.
  • Identify, qualify, and evaluate subcontractors and vendors.
  • Lead development of technical and commercial responses to RFPs.
  • Support contract negotiations, scope development, and terms.
  • Ensure transition from preconstruction to execution with clear scope, budget, schedule, and risk ownership.

Job description

My client, an EPC is looking for a Director of Preconstruction to lead preconstruction on their BESS projects. This role owns the transition from commercial opportunity through an executable project plan, including estimating, scheduling, procurement strategy, risk assessment, and proposal development.

The Director will work across business development, engineering, procurement, and project delivery to establish project scope, cost, schedule, and execution strategy before construction.

Responsibilities
  • Lead preconstruction activities, including estimating, scheduling, procurement planning, value engineering, and constructability reviews.
  • Develop and validate conceptual through firm fixed-price estimates.
  • Assess technical, commercial, regulatory, and execution risks during project development.
  • Develop baseline schedules that incorporate engineering, procurement, equipment lead times, and construction requirements.
  • Partner with engineering to evaluate design alternatives and improve cost, constructability, and project execution.
  • Develop procurement strategies for long-lead equipment and key project scopes.
  • Identify, qualify, and evaluate subcontractors and vendors.
  • Lead development of technical and commercial responses to RFPs.
  • Support contract negotiations, scope development, and commercial terms.
  • Ensure projects transition from preconstruction to execution with clear scope, budget, schedule, and risk ownership.
Qualifications
  • 10+ years of experience in construction, project management, estimating, or preconstruction, including 5+ years leading preconstruction activities.
  • Experience with utility-scale or distributed energy projects; BESS experience strongly preferred.
  • Strong understanding of EPC delivery models, contracting, estimating, procurement, and construction planning.
  • Experience developing and managing project estimates and CPM schedules.
  • Proficiency with estimating and scheduling tools such as Primavera P6 or Microsoft Project.
  • Strong commercial, contract negotiation, subcontractor, and vendor management experience.
  • Ability to translate technical and commercial issues into clear recommendations for internal teams and clients.
  • Demonstrated ability to lead cross-functional preconstruction efforts in a remote environment.
