Qualifications

• Bachelor's degree required in engineering, construction management, or related field.
• 5+ years electrical construction experience focused on estimating and pre-construction.
• 2–3 years of project management with leadership experience.
• Ability to read and interpret contracts, plans and specs.
• Experience with mission-critical projects and large commercial construction.

Our client, a well-established organization in the clean energy and electrical construction industry, is seeking an experienced Pre-construction Manager to lead the pre-construction phase of major projects from award through mobilization.

This is a critical leadership role responsible for ensuring that project scope, budgets, schedules, and constructibility assumptions established during estimating are successfully carried through to field execution. Serving as the primary point of accountability for project readiness, the Pre-construction Manager will bridge the gap between estimating, clients, and project execution teams to deliver projects that are fully coordinated, financially sound, and ready for successful mobilization.

Key Responsibilities

• Lead Pre-construction Planning: Oversee projects from award through mobilization, including constructibility reviews, scope validation, cost analysis, and project readiness.
• Bridge Estimating & Operations: Lead estimating teams and collaborate with project execution teams to ensure bid assumptions, scope, and cost expectations are carried through into field execution.
• Client & Pre-Contract Communication: Lead communication between the estimating team and clients during the pre-contract phase to clarify scope, expectations, and project requirements.
• Construction Document Review: Analyze drawings, specifications, and construction documents to identify scope gaps, constructibility challenges, missing information, and potential project risks.
• Estimating & Financial Oversight: Prepare and review budgets, estimates, and bid proposals. Provide real-time cost analysis and recommendations to support project profitability, schedule performance, and client expectations.
• Schedule Development: Participate in the preparation of construction schedules and pre-construction planning activities to identify critical milestones and potential schedule constraints.
• Design Development & Value Engineering: Monitor design development cost trends, identify potential overruns, and lead value engineering initiatives to optimize project cost and performance.
• Subcontractor & Procurement Coordination: Manage subcontractor pre-qualification, support subcontractor bid evaluations, and coordinate long-lead procurement activities.
• Risk Management: Identify and mitigate scope, cost, schedule, and constructibility risks before project mobilization.
• Permitting & Milestone Tracking: Support permitting coordination and track key milestones for clean energy construction projects.
• Estimating Standards & Documentation: Maintain accurate estimating records, historical studies, unit pricing, and budget estimates. Ensure estimates and RFP responses meet client and company quality standards.
• LEAN & Continuous Improvement: Implement LEAN principles and methodologies to improve pre-construction processes, promote efficiency, and educate team members on continuous improvement practices.
• Leadership & Reporting: Provide regular pre-construction updates and project readiness reporting directly to the VP & Division Manager.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Building Construction, or a related field; equivalent professional experience may be considered.
• 5+ years of electrical construction experience with a focus on estimating, design/build estimating, and pre-construction, preferably involving large commercial construction projects.
• 2–3 years of project management experience, with demonstrated leadership and coordination capabilities.
• Experience leading pre-construction efforts on mission critical projects.
• Strong ability to read, interpret, and understand electrical contracts, plans, drawings, blueprints, and specifications.
• Strong understanding of electrical construction methods, materials, systems, trade practices, and industry standards.
• Excellent written and verbal communication skills.
• Demonstrated ability to collaborate effectively with estimating, project management, field operations, clients, and subcontractors.
