Job summary

Kiewit Water Facilities South in Westlake, TX, is seeking a seasoned Pre-Construction Manager to lead planning, estimating, and early development for water and wastewater projects across North America. This role requires steering preconstruction teams, coordinating with clients and partners, and shaping winning strategies for complex facilities.

Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, Construction Engineering, or related field.
• 15+ years of progressive experience in heavy civil, water, wastewater, or industrial construction.
• 10+ years of estimating, preconstruction, project management, or operations leadership.
• Proven track record leading pursuits valued at $100M+.

Responsibilities

• Lead preconstruction activities from opportunity identification through project award.
• Develop pursuit strategies and collaborate with district leadership for growth.
• Establish project execution plans, staffing, procurement, and risk mitigation during pursuit.
• Direct preparation of conceptual, budgetary, GMP, and detailed estimates.
• Oversee cost modeling, pricing strategies, and estimate reviews.
• Lead risk identification workshops and mitigation for commercial, technical, and operational risks.
• Evaluate subcontractor and supplier proposals for competitiveness and alignment with objectives.
• Develop relationships with owners, engineers, consultants, and partners.
• Participate in executive presentations, interviews, and pursuit meetings.
• Collaborate with design teams to maximize constructability and value.
• Support market strategy development and opportunity identification.
• Assist with contract negotiations and commercial strategy.
• Ensure smooth transition of awarded projects to management and operations.
