The Maryland Department of Transportation, The Secretary's Office (MDOT TSO), is seeking a Payroll Director (Fiscal Services Administrator VI). The Director of Payroll is responsible for strategic leadership and oversight of MDOT's payroll operations. The payroll unit is one of six functional units within the Office of Finance, administering the $20 million biweekly gross payroll for approximately 7,800 MDOT employees. Payroll processing is accomplished with four different systems with selected interfaces to the Central Payroll Bureau in Annapolis. Payroll must be administered timely, accurately, and in compliance with all Federal and State laws, regulations, policies, and procedures, as well as MDOT policies and five separate collective bargaining agreements. The incumbent will also provide labor cost data and prepare payroll cost estimates for budgeting, legislative proposals, and union negotiations. Additionally, the Payroll Director will lead payroll system maintenance, enhancements, and technology implementations to improve efficiency.
