The role oversees compliance with Title 49 CFR Parts 40, 655, 382, and 219, collaborates with HR, Legal, and Labor Relations, and manages contractors, ensuring safe and compliant practices across MBTA locations.

Qualifications

  • Bachelor’s degree in Business Admin/HR or related field with Behavioral or Medical Science.
  • Seven years’ experience managing a mandated drug and alcohol testing program.
  • Five years of supervisory/leadership experience in a related field.
  • Comprehensive knowledge of federal DOT drug and alcohol testing regulations.
  • Proficiency with MS Office applications.
  • Valid driver's license; ability to supervise a diverse workforce.

Responsibilities

  • Oversee MBTA Drug and Alcohol Testing Program operations.
  • Ensure compliance with 49 CFR Parts 40, 655, 382, 219 and MBTA policies.
  • Collaborate with HR on onboarding safety-sensitive employees.
  • Supervise program staff, BATs, collectors, and contractors.
  • Coordinate with Legal and Labor Relations on arbitrations.
  • Produce annual MIS reports for FTA and FRA programs.
  • Maintain records for the drug and alcohol testing process.
  • Communicate with stakeholders; rotate on-call 24/7.
