Job summary

The Metropolitan Transportation Authority (MTA) seeks an Assistant Medical Director to lead staff physicians and coordinate with NYCT, MTA Bus, LIRR, and MNR Deputy Medical Directors. The role includes supervising medical assessments and returning-to-duty decisions in accordance with DOT regulations and agency policies.

You must become a certified Medical Review Officer within 3 months of hire, review drug-test results, and work with executive leadership to shape policies, planning, and quality

Responsibilities

• Supervise staff physician performance and documentation of pre-placement medical examinations to determine applicant qualification for position.
• Supervise staff physician performance and documentation of periodic and other medical examinations as required for position and determine work status.
• Provide medical review for employee request for medical appeal (non-workers’ compensation conditions).
• Create SOP for OSA compliance monitoring/review.
• Facilitate weekly staff meetings.
• Conduct peer-to-peer discussions with personal health care providers of employees out sick/injured on duty.
• Collaborate with Corporate Occupational Health Officer, Medical Director, and other staff for medical review, QA, and audits.
• Develop policies, planning documents, and quality improvements with Medical Director and COHO.
• Plan for public health emergencies (COVID-19, MERS, SARS, Ebola) with agency leadership.
• Assist with legal review and decision-making of policy and guidelines.
• Manage weekly clinic schedule and staffing levels.
• Perform other duties as assigned.
• Comply with all policies and standards.
• May require hours outside regular work hours and oversight of contractors as applicable.

Salary Range: $212,489 - $217,885

Job Summary

This position will supervise the activities of the staff physicians across the MTA HQs in conjunction with the NYCT, MTA Bus, LIRR, and MNR Deputy Medical Directors. This position will have direct responsibility for the MTA physical therapists at the medical assessment center. This position will also perform medical evaluations which include pre-placement, periodic, medical surveillance, fitness for duty, and return to duty examinations and render appropriate work status decisions. The incumbent will need to be a certified medical review officer, within 3 months of hire, who will review drug test results in compliance with DOT regulations and agency policies. In conjunction with the Director, Medical Assessment Center, and MTA agency liaisons, will ensure compliance with Federal and State regulations and agency policies and standards. This position will provide testimony as the occupational health services expert in court cases and arbitrations. This position will provide legal review and decision-making of policy and procedures.

Responsibilities

• Work with MTAHQs and the Corporate Occupational Health Officer and Medical Director to develop plans and processes under public health emergencies – COVID-19, MERS, SARS, Ebola, and other emergencies declared by the Federal, State, and City:
• Assist with the legal review and decision-making of policy and guidelines.
• Manage weekly clinic schedule and ensure appropriate staffing levels/coverage
• Performs other duties as assigned
• Complies with all policies and standards
• May be required to work hours outside regular work hours, as applicable
• Observes the work performed by contractors, as applicable
• Reviews invoices and approves them if the work has contractual standards, as applicable
• Addresses performance issues with the contractor when possible, as applicable
• Escalates issues to other parties when needed, as applicable

Required Knowledge/Skills/Abilities

• Must have excellent administrative or clinical experience which accounts for accurate determinations on fitness-for-duty evaluation for applicants and/or employees.

Required Education and Experience

• MD Doctor of Medicine
• Minimum 3 years of clinical/medical experience with one or more years of supervisory or administrative experience, which includes medical residency (MD or DO)
• MD - Physician - State Licensure: Doctor of Medicine is required upon hire
• MRO - Medical Review Officer certification is required upon hire
• Current certification as a FMCSA medical examiner is required within 1 year of hire

Preferred

• Understanding of the New York City Transit medical administrative process such as reinstatements, reclassifications, and grievances.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
