Job summary

Delaware County is seeking an MH/IDD Administrator to direct mental health and intellectual/developmental disability programs in accordance with state acts and regulations. The role involves funding oversight, provider-network management, and compliance across base-funded services and waivers.

Qualifications

• Graduate degree required; a bachelor’s with significant experience may be considered.
• Minimum 5–7 years in public behavioral health or IDD systems administration with supervisory exp.
• Working knowledge of PA MH/ID Act, Mental Health Procedures Act, HealthChoices, and ODP waiver programs.

Responsibilities

• Oversee all MH/IDD programming funded by County or HealthChoices.
• Coordinate the HealthChoices program, including capitation rates and surplus funds.
• Ensure OMHSAS/ODP licensing, reporting, and regulatory compliance.
• Lead provider contracts, invoicing, and cost allocations.
• Supervise program staff and ensure data quality for state reporting.
• Collaborate with state officials, DPW, and OMHSAS on system oversight.
