Job summary

The NYC Department of Housing Preservation and Development seeks a Director of Training and Professional Development to design and implement talent initiatives that drive employee growth and retention. You will lead program development, partner with division leaders, and oversee LMS, budgeting, and vendor relationships to advance HPD’s mission.

Qualifications

• Bachelor's degree and four years of experience in community development, housing, urban planning, public administration, or related field, with two years in neighborhood improvement.
• Substitution: Law degree or graduate work may substitute up to two years of general experience.
• Residency requirements may apply for City service positions.

Responsibilities

• Collaborate with senior management to shape organizational development and retention-focused training strategy.
• Partner with Offices/Divisions to implement programs aligning with retention goals.
• Develop in-house training materials to support agency needs and retention.
• Coordinate and deliver mandated training for agency employees.
• Design curricula and create digital and printed training materials.
• Manage vendor relationships and learning technologies including the LMS.
• Lead coaching and mentoring training for managers.
• Oversee the training budget and calendar.
• Evaluate training effectiveness and apply data-driven improvements.
• Supervise training staff and lead special retention projects.
