Job summary

City of Conroe is looking for a Civil Service Director to lead all HR functions and ensure compliance with applicable laws and regulations. You will work under city management guidance and provide oversight across recruitment, compensation, training, benefits, EEO, and records management.

The role reports to the Civil Service Commission, requiring strong leadership, policy knowledge, and ability to work with department heads on employment issues. Starting salary is $135,058 annually.

Qualifications

• Bachelor's degree in human resources or related field; advanced degree preferred.
• Seven (7) years' experience in employment law and Civil Service procedures.
• Five (5) years supervisory experience in HR in a city over 25,000 population.

JOB SUMMARY

Manages the strategic direction of all areas of human resource functions for the City of Conroe within the framework of policies, practices with the direction from city management and ensuring compliance with guidelines set forth by laws, regulations and administrative rulings established by local and federal government. Responsible for the overall functions of recruitment, compensation, training, benefits administration and equal employment opportunity, employee relations, personnel records management and risk management. Serves as the Civil Service Director at the discretion of the Civil Service Commission.

QUALIFICATIONS

Education and Experience:

Bachelor's degree in human resources or related field; advanced degree preferred. Seven (7) years' experience in and knowledge of employment law and procedures and of state Civil Service law and procedures; five (5) years of supervisory experience in Human Resources and benefits related work in a city of greater than 25,000 in population.

Knowledge, Skills and Abilities:

• Knowledge of City budgeting procedures and policies and ability to monitor expenditure and revenues.
• Knowledge of benefits, compensation and safety.
• Knowledge of federal, state and/or local laws and regulations regarding employment, compensation and benefits.
• Knowledge of personal computers and Microsoft Office products.
• Knowledge of Civil Service laws and regulations.
• Ability to clearly and effectively communicate, both orally and in writing, includes the ability to give effective presentations to City Council, employee groups, citizens and other groups.
• Ability to manage personnel, supervise the hiring, training, evaluating, promoting, disciplining and/or discharging of employees.
• Ability to work with department heads to resolve employment issues.

PHYSICAL DEMANDS

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: fingering, grasping, hearing, mental acuity, reaching, speaking, talking, and visual acuity.
