Job summary

The Director of Highway Maintenance for the Road Commission for Oakland County (RCOC) creates an annual work plan and determines where to allocate departmental funds from a multi-million dollar budget to maintain roads in a safe condition. They supervise daily operations, including protocols and operating procedures, and monitor the HM Department's budget.

Qualifications

• Bachelor's degree in Civil Engineering, Business Administration, or related field.
• Minimum of 5 years of supervisory experience managing union and non-union employees.
• Experience consulting executive leaders.
• Experience with the design and construction of drainage and road projects and knowledge of contract language for external agreements.
• 9 or more years of related experience.

Responsibilities

• Develops a financial plan that becomes an annual budget, including materials, equipment, labor costs, contracted work, and preservation work.
• Supervises, directs, and evaluates staff; handles hiring/terminations and performance appraisals.
• Communicates with District Superintendents, forepersons, and HQ staff on workload and concerns; leads by example.
• Serves as Snow Duty Officer monitoring winter conditions 24/7 and coordinates HM staff.
• Coordinates with MDOT on planned work and ensures contract compliance; negotiates when needed.
• Oversees outside contractor work; prepares and presents appropriations and contracts to the RCOC Board.
• Maintains relationships with neighboring road commissions and local officials; shares ideas and improvements.
