Job summary

Road Commission for Oakland County (RCOC) seeks a Director of Highway Maintenance to lead the HM Department, develop annual work plans, manage a multimillion-dollar budget, and supervise district staff. The role requires on-site leadership five days a week and strong collaboration with MDOT and local officials.

The candidate will oversee operations, ensure compliance with contracts, and act as a Homeland Security contact.

Qualifications

Bachelor's degree in Civil Engineering, Business Administration, or related field.
Minimum 5 years of supervisory experience managing union and non-union employees.
Experience consulting executive leaders.
Experience with drainage and road project design/construction and knowledge of external contract language.
9+ years of related experience; government sector experience a plus.

Responsibilities

Develops a financial plan and annual budget for HM Department with materials, equipment, labor, and contracted work.
Supervises, directs, evaluates staff, and handles hiring, training, and performance appraisals.
Communicates with district staff, MDOT, and HQ to coordinate workload and budget compliance.
Monitors winter operations as Snow Duty Officer (SDO) 24/7.
Represents HM in budget transfers, contract authorizations, and MDOT negotiations.
Maintains relationships with neighboring road commissions and local officials.
Travels throughout Oakland County as needed.
