Job summary

Mecklenburg County's Department of Community Resources seeks a DCR Business Operations Division Director to drive department-wide impact and oversee operations including strategic planning, fiscal compliance, and performance measurement.

Reporting to the Department Director, you will lead contracts, data management, IT coordination, staff development, and emergency operations support, ensuring efficient services and strong internal controls.

Qualifications

• Minimum of six years of progressively responsible management experience in human services business operations.
• Bachelor's Degree in business administration, public administration, public health, human services or a technical field, or related field.
• Combination of relevant education and relevant experience accepted.

Responsibilities

• Develop, implement and analyze short- and long-term goals and strategies with compliance to laws and regulations.
• Accountable for all financial aspects of the department, including budget, contracting, and financial reporting.
• Support contract negotiation, management and evaluation with Procurement.
• Provide oversight for program implementation and coordination of services.
• Collect data for performance measurement and quality assurance.
• Lead department evaluation to assess outcomes, cost effectiveness and customer satisfaction.
• Provide IT support and coordinate IT needs for the health department.
• Coordinate staff development and training for the department.
• Manage strategic planning and data measurement for compliance and results.
• Contribute to personnel decisions, staffing, budget processes and safety programs.
• Oversee HR recruitment and retention activities as needed.
• Oversee public interactions via website/social media and internal communications.
• Serve as staff at disaster shelters and coordinate shelter operations during emergencies.
