Orange Water And Sewer Authority (OWASA) is seeking a strategic Director of Community Relations to lead communications, customer assistance, and customer service management. The role supports a trusted partnership with the Carrboro/Chapel Hill community and will oversee billing operations, customer programs, and engagement initiatives.

The position may involve after-hours work and occasional telework after an initial onboarding period; onsite attendance is required in Carrboro, NC.

Qualifikationen

• Bachelor’s degree in business, public administration, communications, marketing or related field.
• Seven years of experience in communications or customer relations with three years of supervisory experience.
• Extensive background in community outreach and driving engagement initiatives.
• Outstanding communication skills with ability to mentor and lead teams.
• Availability outside normal hours for emergency communications and evening meetings.
• Service-oriented, professional, and able to foster a diverse, inclusive environment.
• Ability to maintain respectful relationships inside and outside the organization.

Aufgaben

• Develop and oversee the overall communications plan and evaluate effectiveness.
• Coordinate messaging with local jurisdictions and regional partners.
• Lead community engagement campaigns related to policies, budgets, and projects.
• Represent OWASA publicly and attend board/community meetings.
• Serve as Public Information Officer during emergencies and outside hours.
• Manage billing, collections, and customer service activities; assess customer satisfaction.
• Oversee the customer assistance program and fund distribution with partners.
• Build and manage departmental budget; ensure compliance with regulations.
• Lead a team including Public Information Officer and Customer Service Manager.
