Job summary

Executive Office of Housing and Livable Communities (EOHLC) in Massachusetts seeks a Director of Climate and Environmental Policy for Housing. You will lead policy development at the intersection of housing, climate, energy, and infrastructure to advance housing production while meeting environmental goals.

Working with state agencies and stakeholders, you will align regulations, modernize codes, and provide strategic guidance to shape practical, resilient communities across the Commonwealth.

Qualifications

• Demonstrated experience leading complex statewide policy initiatives.
• Extensive knowledge of Massachusetts environmental, housing, land use, energy, or infrastructure laws.
• Experience negotiating interagency policy matters and cross-functional initiatives.
• Experience advising senior executives or elected officials on policy matters.
• Strong understanding of state legislative and regulatory processes.
• Experience in housing development, land use planning, environmental permitting, or utility regulation.
• Ability to lead strategic initiatives, build consensus, influence outcomes across organizations.
• Superior written and verbal communication skills with senior officials.

Responsibilities

• Lead as EOHLC's lead representative on climate, energy, and environmental initiatives.
• Advise leadership on regulations, legislation, and policy proposals affecting housing.
• Develop strategic positions on cross-secretariat issues.
• Identify opportunities to modernize regulations to boost housing production with protections.
• Evaluate housing impacts of environmental, energy, and infrastructure policies.
• Coordinate with agencies to implement housing initiatives across environmental and energy domains.
• Lead policy recommendations, regulatory comments, and executive briefing materials.
• Represent EOHLC before state agencies, legislatures, municipalities, and stakeholders.
