Pay Range

This range is provided by NYC Department of Housing Preservation & Development. Your actual pay will be based on your skills and experience — talk with your recruiter to learn more.

Base pay range: $91,090.00/yr - $130,000.00/yr

About the Office

The Office of Labor Relations (OLR) represents the Mayor in labor relations between the City of New York and labor unions. It negotiates collective bargaining agreements, administers employee benefits, and handles personnel issues for City agencies.

Responsibilities
  • Manage human resources activities, including interpretation of civil service rules and oversight of hiring and promotions.
  • Implement personnel actions for hires, transfers, and salary adjustments using City HR systems.
  • Administer civil service hiring pools and evaluate new hire recommendations.
  • Authorize appointments, promotions, and transfers in NYCAPS.
  • Coordinate with DCAS on workforce studies and job analyses.
  • Collaborate with the EEO team on related matters.
  • Serve as liaison with agencies like COIB, DCAS, and OMB.
  • Oversee ePerformance and Absence Control programs.
  • Review and process timesheets and payroll-related reports.
  • Prepare HR-related presentations and reports.
  • Perform additional duties as assigned.
Minimum Qualifications
  • Baccalaureate degree and four years of relevant experience, including 18 months in a supervisory role, OR
  • Associate degree or 60 credits plus five years of relevant experience, including 18 months supervisory, OR
  • High school diploma and six years of relevant experience, including 18 months supervisory, OR
  • Equivalent education and experience with at least 18 months supervisory experience.
Preferred Skills
  • Strong interpersonal, organizational, and discretion skills.
  • Proficiency in Microsoft Office, City HR systems, and knowledge of collective bargaining processes.
