Job summary

Xcimer Energy, based in Colorado, seeks a seasoned Regulatory Affairs leader to own licensing and permitting for nuclear facilities. You will interface with the NRC and state regulators, guide complex applications, and coordinate with Engineering, Legal, and External Affairs to ensure timely approvals.

You will build and manage a team, oversee NEPA processes where applicable, orchestrate inspections and reporting, and drive regulatory compliance across environmental and building permits.

Qualifications

  • Bachelor’s degree in engineering, physical science, environmental science, public policy, or related field.
  • 10+ years regulatory affairs/licensing or permitting for nuclear, radiological, energy, or other highly regulated facilities.
  • Direct experience preparing and managing license or permit applications through NRC, Agreement State, DOE, or similar regulators.
  • Working knowledge of radioactive materials licensing (e.g., 10 CFR Parts 20/30) and NEPA processes.
  • Ability to manage complex, multi-contributor submittals to schedule and budget, integrating engineering content.
  • Excellent written and verbal communication, including regulatory correspondence to executives and agency staff.
  • Willingness to travel to agencies, sites, and prospective facility locations.

Responsibilities

  • Regulatory strategy: Develop, own and execute licensing and permitting strategy for facilities, with NRC and Agreement State alignment.
  • Agency relationships: Act as primary contact with NRC, Agreement States, and environmental authorities; lead regulator engagement.
  • Application program management: Plan, schedule, budget and manage license applications through approval.
  • Permit inventory and calendar: Own licenses/permits inventory and integrate into schedules.
  • Site and environmental permitting: Lead NEPA processes and air/land-use approvals with internal teams and consultants.
  • Compliance obligations system: Maintain register of commitments and license conditions with owners and risk view.
  • Inspections, reporting, and records: Coordinate inspections, notifications and submittals; ensure traceability.
  • License administration: Manage amendments, renewals, fees and conditions with Radiation Safety Officer and EH&S.
  • Regulatory intelligence: Monitor rulemaking and guidance; coordinate comments with Engineering, Legal and External Affairs.
  • Budget and partners: Manage department budget and licensing consultants; escalate unresolved matters to Legal.
  • Cross-functional governance: Engage Safety Working Group to ensure regulatory requirements flow into design and operations.
  • Team leadership: Recruit, develop, and lead licensing and permitting specialists and compliance staff.
