WSB is seeking a Director of Municipal Services in Texas to provide strategic, operational, and technical leadership across our municipal engineering practice. You will oversee multidisciplinary teams and ensure alignment with growth strategies, manage budgets, and deliver high-quality CIP projects for municipal clients.

You will mentor staff, drive revenue targets, and maintain strong relationships with municipal agencies and regulatory bodies while planning ahead to meet workforce and project

Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited school.
  • Registration as a professional engineer (or the ability to obtain registration within six months).
  • 8+ years municipal engineering experience, or direct experience working for a municipality.
  • Experience working with municipalities in Tennessee is required.
  • Experience working with the City of Nashville is preferred.
  • Experience in managing a variety of multi-disciplinary projects, clients, and staff in central Texas.
  • History of developing and maintaining strong client relationships.
  • Ability to anticipate client needs.

Responsibilities

  • Lead the scaling of regional, functional, and/or client operations.
  • Translate growth strategy into specific team goals and annual plans.
  • Secure resources and budget for the team.

  • Manage staff performance and reviews; oversee improvement plans.
  • Workforce planning, hiring and compensation administration.
  • May manage all aspects of multi-discipline projects from proposal to closeout.
  • Deliver CIP programs and projects, potentially on-site in staff augmentation settings.
  • Establish and maintain relationships with municipal clients and understand their needs.
  • Develop project budgets, allocate resources, and monitor expenditures for cost control.
  • Identify risks and develop mitigation strategies.

The Director of Municipal Services provides strategic, operational, and technical leadership for our Municipal Engineering practice. In this role, you will oversee multidisciplinary teams and ensure strong performance, collaboration, and delivery excellence. This role translates organizational growth strategies into actionable plans, manages financial and operational outcomes, and ensures the organization is appropriately resourced and aligned to meet project, client, and business development priorities. Serving as a trusted advisor to municipal clients, regulatory agencies, and internal leadership, the Director provides senior oversight of complex infrastructure programs while balancing risk, cost, schedule, quality, and regulatory compliance across diverse systems. The Director leads complex projects and key client relationships while planning 1–3 months ahead to support workforce needs, project delivery, and business development priorities.

What you will do:
  • Lead a team that includes mid-level leaders, first-level leaders, and/or individual contributors.

  • Manage high-level policies and builds a collaborative culture.
  • Oversee financial performance of the Municipal group and responsible for revenue targets.
  • Coach, develop, and mentor staff.
  • Manage staff performance, set individual performance goals, conduct performance reviews, and oversee performance improvement plans.
  • Responsible for workforce planning, hiring and compensation administration of staff in assigned group.
  • May manage all aspects of multi-discipline projects and clients from the proposal process to project closeout
  • Work directly with municipal client staff to deliver CIP programs and or projects, potentially on-site in a staff augmentation setting
  • Client Relations: Establishing and maintaining relationships with municipal clients, understanding their needs, and ensuring project requirements are met
  • Budgeting and Resource Management: Developing project budgets, allocating resources effectively, and monitoring expenditures to ensure cost control
  • Risk Assessment and Mitigation: Identifying potential risks and challenges, developing risk mitigation strategies, and resolving issues that may arise during project execution.
  • Contract Management: Overseeing contract negotiations, reviewing contractor performance, and ensuring compliance with contractual agreements
  • Understanding of alternative funding sources for municipal projects, and ability to secure funding
What you will bring:
  • Bachelor’s degree in Civil Engineering from an accredited school
