Job summary

The Maryland Governor’s Office seeks a Director for the Strategic Energy Planning Office (SEPO) in Baltimore to lead Maryland’s new independent energy planning function, oversee the triennial Risk Report, long-horizon load forecasting, and wholesale market analysis, and manage budget and staff.

The Director will build the office, recruit staff, develop modeling tools, coordinate with the PSC and PJM, and present findings to the Governor, General Assembly, and stakeholders by deadlines including

Qualifications

• Bachelor’s degree or higher in economics, engineering, public policy, or a related field.
• Significant professional experience in wholesale electricity markets, resource adequacy, or electric system planning.
• At least five years in a supervisory, managerial, or program‑leadership capacity.

Responsibilities

• Lead an independent State planning office and deliver statutory work product.
• Stand up the Office: staffing, modeling platform, and procedures with the PSC.
• Direct 20-year load forecasting by transmission zone and territory.
• Develop recommendations on resource deployment, demand‑side management, and market structures.
• Manage budgeting, staff, and consultants; coordinate with commissions and agencies.
