This Opportunity

WSP USA is seeking a dynamic and knowledgeable Health, Safety, and Environment (HSE) Director to lead the development, implementation, monitoring, and continuous improvement of our safety program for a major, long-term utility project in the greater New York City area.

The successful candidate will interpret health, safety, and environmental regulatory requirements, ensuring compliance and best practices. As part of our collaborative team, you will contribute to a growing organization dedicated to meeting client objectives and solving complex challenges. This Vice President-level position reports directly to the WSP US HSE Deputy and is a dedicated, project-based role. The candidate can be based near any office in the NY/NJ/PA tri-state area, with the ability to mobilize to project sites (Queens, Bronx, Nassau, Westchester) and attend office meetings in Manhattan as needed. You will communicate regularly with supervision and project management regarding the HSE program's performance and implement actions to improve safety and compliance.

Your Impact
  1. Provide strategic HSE guidance to WSP’s Program Management team.
  2. Consult with the client on project safety planning, issues, and initiatives.
  3. Hire and manage a team of HSE professionals to produce high-quality deliverables.
  4. Review contractor adherence to OSHA, safety requirements, and local regulations.
  5. Review and approve safe work plans and SOPs to meet project standards.
  6. Develop and track safety metrics and project status reports.
  7. Review hazard analyses, verify controls, and ensure proper safety training.
  8. Manage PPE availability and usage, and oversee subcontractor safety documentation.
  9. Coordinate safety training, including obtaining Qualified/Competent Person status for relevant tasks.
  10. Engage with contractors and team members to promote safety and continuous improvement.
  11. Manage safety monitoring programs and incident investigations.
  12. Conduct safety observations, share best practices, and submit safety reports.
Who You Are

Required Qualifications:

  • Bachelor’s Degree in occupational health, safety, or related field.
  • BCSP Certified Safety Professional (CSP) or similar certification preferred.
  • 12+ years of construction HSE experience.
  • 5+ years overseeing HSE on large construction projects.
  • 5+ years of HSE Program Management experience.
  • Knowledge of NY State and NYC construction regulations.
  • Willingness to travel within the NYC region.
  • Ability to pass background checks, NDAs, and drug tests.

Required Capabilities:

  • Strong relationship-building skills with stakeholders.
  • Leadership and excellent communication skills.
  • Team-oriented, safety-conscious, and problem-solving attitude.
  • Technical knowledge of safety standards and best practices.
  • Experience developing and delivering safety training.
  • Proficient in MS Office and digital tools.

Certifications or eligibility to obtain:

  • OSHA 10, 30, and/or 500 series.
  • NYC SST training.
  • 40 hr HAZWOPER (a plus).
  • CPR, First Aid, AED, Blood Borne Pathogens.
  • Qualified/competent person safety training (scaffold, fall protection, etc.).

Compensation

Salary range: $125,500 - $231,990, based on experience and location. WSP reserves the right to adjust offers accordingly.
