Job summary

Capital One seeks a Director to lead the International Strategy and Enablement (ISE) team within the Second Line Global Payment Network Risk & Advisory Organization. The role builds a standardized, international risk capability to support GPN expansion into new markets with independent risk oversight.

You will align diverse stakeholders, guide risk-informed technology rollouts, and lead a team of risk professionals to operate across complex cross-functional landscapes.

Qualifications

• Bachelor’s Degree or military experience.
• At least 9 years of experience in technology (software delivery, distributed systems, cloud-native architecture, cybersecurity, risk management, resilience engineering, SRE), or a combination.
• At least 5 years of experience in enterprise or operational risk management.
• At least 5 years of experience in program, project, or portfolio management.
• At least 5 years of experience in people management.

Responsibilities

• Prioritize capability-build work and align with business needs.
• Coordinate with technology, cyber, and risk-oversight teams to deliver capabilities.
• Develop framework for international market entry risk and oversight.
• Advise on risk in cross-border technology rollouts and third‑party risk.
• Engage senior executives with clear risk posture and market-entry readiness.
• Lead and develop a risk team across a cross-functional landscape.
