Responsibilities

• Provides leadership and management for the City’s enterprise application development, business systems, database, and GIS functions.
• Manages the development, implementation, integration, administration, maintenance, troubleshooting, and support of enterprise applications and related technology platforms.
• Oversees the administration, support, enhancement, integration, and continued development of the City’s Workday ERP environment and related business systems.
• Oversees SQL database systems supporting City applications and operations, including design, integration, performance, availability, security, maintenance, and support.
• Provides leadership, coordination, and governance for the City’s enterprise GIS environment and GIS teams across City departments.
• Oversees the City’s enterprise GIS platform, applications, services, integrations, and data resources to support business requirements.
• Applies knowledge of software architecture and development practices to manage design, development, testing, debugging, implementation, integration, documentation, and maintenance of software applications.
• Evaluates existing software architecture and application environments and directs enhancements, integrations, modernization efforts, and other improvements.
• Manages Application Developers and Business Systems Analysts, including senior-level positions, and coordinates priorities, projects, system support, and development activities.
• Works with City departments to identify requirements, analyze business processes, establish priorities, and develop technology solutions.
• Provides oversight for integrations and data exchanges between enterprise applications, databases, GIS systems, and vendor-hosted platforms.
• Establishes and maintains standards for development, database management, GIS, documentation, testing, change management, deployment, and support.
• Coordinates upgrades, implementations, system changes, testing, deployment, and production support to minimize disruption to operations.
• Participates in technology planning, procurement, contract review, vendor management, and evaluation of software solutions.
• Ensures applications, databases, integrations, and GIS environments comply with cybersecurity, access control, data protection, business continuity, and governance requirements.
• Supervises personnel, including performance evaluations, training, compliance, and staffing decisions.
