Job summary

The City of Boston, through its Department of Innovation and Technology (DoIT), seeks a Director of Enterprise Applications to lead the team responsible for the City's HCM platform (PeopleSoft HCM) and related systems.

This executive role requires strategic vision, strong leadership across business partners and vendors, and hands-on governance to plan, deliver, and continuously improve enterprise software that supports thousands of city employees.

Qualifications

• Bachelor’s degree required; Master’s degree may substitute for up to three years of experience.
• Excellent analytical and problem-solving skills.
• Strategic thinking with ability to build multi-year product vision and gain buy-in.
• Leadership of cross-functional teams delivering enterprise software in large organizations.
• Experience making business decisions under ambiguity with trade-offs.
• Experience delivering enterprise software and ensuring adoption in operations.
• Strong written and verbal communication across executive audiences.
• Proficiency with standard productivity apps and lifecycle tools such as Jira, plus visual collaboration tools (Miro/Visio).

Responsibilities

• Direct and oversee the strategic and operational activities of the City's HCM enterprise platform team.
• Establish long-range workforce, succession, and resource strategies for enterprise HCM technology.
• Provide executive oversight of contracts, vendor partnerships, service agreements, and budgets.
• Set clear goals, provide feedback, and create professional development opportunities.
• Foster an inclusive culture encouraging innovation and growth.
• Build the product management community of practice with Cabinet leaders.
