Job summary

The Department of Finance seeks a Director for the Division of Accounting who will provide statewide leadership, direction and management of accounting, payroll compliance, internal control and financial reporting for all state organizations including school districts and higher education.

The Director ensures timely and accurate financial information for management and the public, including ACFR and audited statements, while guiding payroll compliance and ERP system management across modules.

Qualifications

• Governmental accounting experience and experience with an integrated ERP.
• Bachelor's degree in Business, Finance or Accounting or related field.
• Five years experience in financial reporting, general ledger, accounts receivable and accounts payable.
• Three years experience managing accounting operations.

Responsibilities

• Provide statewide leadership, direction and management of accounting, payroll compliance, internal control and financial reporting for all state organizations including school districts and higher education.
• Oversee preparation of the Annual Comprehensive Financial Report (ACFR) and audited financial statements.
• Lead statewide payroll compliance initiative ensuring adherence to IRS code and regulatory standards.
• Oversee the financial portion of the State ERP system across modules recording assets, liabilities, revenues and expenditures.
• Collaborate with the One Delaware modernization team on ERP system replacement in coming years.

Introduction

The Department of Finance seeks a Director for the Division of Accounting who will provide statewide leadership, direction and management of accounting, payroll compliance, internal control and financial reporting for all state organizations including school districts and higher education.

Summary Statement

The Director of Accounting position ensures the provision of timely and accurate financial information to management and the public, including the preparation of the Annual Comprehensive Financial Report (ACFR), the official audited financial statements of the State. The position leads the State’s payroll compliance initiative ensuring statewide adherence to IRS code and other regulatory standards. The position oversees the financial portion of the State of Delaware Enterprise Resource Planning (ERP) system consisting of thirteen modules recording the assets, liabilities, revenues, and expenditures of state organizations. The position also works with the One Delaware team currently modernizing the State’s ERP system with a new system to be implemented in the next 3-4 years.

Selective Requirement

• Governmental accounting experience and experience with an integrated ERP.

Preferred Qualification

• Possession of a Certified Public Accountant License.

JOB REQUIREMENTS for Director, Division of Accounting

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Bachelor's degree in Business, Finance or Accounting or related field.

2. Five years experience in financial reporting, general ledger, accounts receivable and accounts payable.

3. Three years experience managing accounting operations.
