The State of Delaware is seeking a Fiscal Advisor III to serve as the Division's primary resource for fiscal management and oversight. You will maintain and monitor agency financial accounts, budgets, expenditures, revenues, and grant-funded programs, providing leadership with financial analysis to support sound decisions.

The role requires experience in compiling and reporting financial data, ensuring compliance with state and federal requirements, and delivering accurate financial information

Qualifications

  • Two years’ experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  • Two years' experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contacts, and state or federal laws, rules, and regulations.
  • Six months' experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.

Responsibilities

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.

Summary Statement

The Fiscal Advisor III serves as the Division's primary resource for fiscal management and oversight, with responsibility for maintaining and monitoring agency financial accounts, budgets, expenditures, revenues, and grant-funded programs. This position ensures the accurate and timely management of state and federal funds, oversees grant financial activity and reporting, assists with budget preparation and forecasting, and provides agency leadership with financial analysis and guidance to support sound fiscal decision-making and compliance with applicable state and federal requirements.

Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.� Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.� May be responsible for purchasing, disbursement, and inventory of equipment and supplies.

Job Requirements

JOB REQUIREMENTS for Fiscal Advisor III Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Two years’ experience incompiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. Two years' experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contacts, and state or federal laws, rules, and regulations. Conditions of Hire
