Job summary

ICF is actively seeking a Director, Disaster Human Services to lead federal disaster human services programs with a focus on emergency repatriation, readiness, and mission execution. You will guide cross-functional teams and coordinate with federal, state, tribal, local, and NGO partners to strengthen readiness and deliver human-centered services.

Qualifications

• Bachelor's degree or higher in emergency management, public administration, human services, social work, public health or related field.
• 10+ years of professional experience in emergency management, emergency repatriation, disaster human services, mass care or related programs.
• Experience supporting complex federal human services emergency operations, including planning, readiness, deployment, or mission execution.
• Experience leading scalable disaster human services operations with deployed personnel and inter-function coordination.

Responsibilities

• Serve as a subject matter expert in emergency repatriation, disaster human services, mass care and emergency assistance.
• Lead and support readiness and operations, including planning, activation, survivor intake and assistance, resource coordination, transition and demobilization.
• Provide guidance to multidisciplinary teams on emergency repatriation and disaster human services missions.
• Develop operational plans, SOPs, training materials, exercises and client deliverables.
• Coordinate with federal, state, tribal, local and NGO partners during planning and operations.
