Job summary

The Director, Contingent Workforce and Staffing will lead Memorial Hermann’s internal variable staffing pool (Central Staffing) which includes approximately 1,200 licensed and non-licensed clinical staff, non-clinical staff, and 21 administrative support team members.

Qualifications

  • Five plus years managing staffing or operations in healthcare or clinical staffing.
  • HR experience including recruitment, employee relations, policy, performance, payroll.
  • Experience with Vendor Management Systems (VMS) or Staffing VMP preferred.
  • Experience with staffing agencies, negotiating contracts and rates.

Responsibilities

  • Lead Central Staffing team and develop a cohesive staffing organization.
  • Provide integrated processes and technology such as VMS and scheduling tools.
  • Build and manage a network of contract labor agencies and negotiate fees.
  • Collaborate with hospital leadership to provide staffing coverage for vacancies.
  • Develop staffing and recruitment strategies to attract contracted talent.
  • Identify ways to reduce contract labor spend and convert contracted staff to employees.
  • Oversee onboarding and education to meet Joint Commission requirements.
  • Establish annual Central Staffing budget and monitor monthly spends.

Job Summary

The Director, Contingent Workforce and Staffing will lead Memorial Hermann’s internal variable staffing pool (Central Staffing) which includes approximately 1,200 licensed and non-licensed clinical staff, non-clinical staff, and 21 administrative support team members. Responsibilities include interfacing with campus/divisional leadership (system wide) to project and assess variable staffing needs; recruit and retain a diverse pool of qualified staff to meet the needs of the organization, and ensure operational efficiencies/effectiveness.

Key Responsibilities
  • Lead the Central Staffing team members and develop an innovative, cohesive, and responsive staffing organization.
  • Provide integrated processes and technology such as VMS and time/scheduling technologies.
  • Build and manage a network of contract labor agencies for clinical and non-clinical temporary and traveler staffing needs, including establishing and managing vendor contracts, maintaining positive vendor relationships, and negotiating agency fees/rates.
  • Work closely with hospital campus leadership to provide staffing coverage due to vacancies and growth.
  • Develop staffing and recruitment strategies that attract and retain supplemental and contracted talent.
  • Identify ways to reduce contract labor spending and convert contracted labor to employees as appropriate.
  • Provide leadership to managers and employees, including performance reviews, coaching, development, hiring, and terminations.
  • Serve as member of the Disaster Command Center and lead the system labor pool to address critical staffing coverage.
  • Work closely with Chief Nursing Officers (CNOs) and other clinical leadership across the health system to understand staffing needs and provide solutions.
  • Partner with Talent Acquisition on developing and implementing recruitment strategies.
  • Establish the annual Central Staffing budget and manage monthly/ongoing budgeting.
  • Serve on the Human Resources Directors Council.
  • Oversee clinical and non-clinical onboarding and education to ensure new hires are oriented to Memorial Hermann policies and meet Joint Commission and other agency requirements.
  • Establish and evaluate metrics for operational effectiveness.
  • Promote quality patient care by hiring, orienting, and managing a qualified and competent pool of staff.
  • Ensure safe care to patients, staff, and visitors; adhere to all Memorial Hermann policies, procedures, and standards within budgetary specifications.
  • Promote professional growth and development by ensuring mandatory and continuing education, supporting department‑based goals, and serving as a preceptor, mentor, and resource to less experienced staff.
Minimum Qualifications
  • Education: Bachelor of Business, HR Management, or other related field.
  • Licenses/Certifications: None.
  • Experience / Knowledge / Skills:
    • Five plus years managing staffing or operations (preferably in a healthcare or clinical staffing agency setting).
    • Well‑rounded HR experience to include recruitment, employee relations, policy development, performance management, employee coaching and development, and payroll.
    • Experience working with a staffing Vendor Management System (VMS) or Staffing Vendor Management Provider (VMP) preferred.
    • Experience with staffing agency management, including negotiating contracts and establishing rates and fee schedules.
    • Excellent presentation and analytical skills with strong proficiency using PowerPoint and Excel.
    • Experienced in leading projects, consulting with senior leadership, developing budgets, and managing operations.
    • Ability to communicate effectively and concisely from a verbal and written perspective.
    • Experience with Workday preferred.
