Job description

Partner Community Capital (PCAP) is a CDFI and a 501(c)(3) non‑profit community lender that uses a triple‑bottom‑line framework, meaning we seek to generate financial returns along with social and environmental good. We work with businesses and nonprofit organizations that create local jobs, address community needs, and contribute to sustainable economic development. PCAP is a small business loan fund that supports entrepreneurs who are creating jobs and businesses in underserved communities in central Appalachia and the Southeast.

Partner Community Capital is seeking an experienced senior member of our lending team to expand access to capital and economic opportunity throughout North Carolina. The position will report to the EVP & Chief Lending Officer. The position will be responsible for originating, underwriting, structuring, closing, and managing a complex portfolio of commercial, nonprofit, and community development loans.

Responsibilities
  • Serve as an internal resource on New Markets Tax Credit (NMTC), Historic Tax Credit (HTC), and other economic development financing programs.
  • Structure and evaluate transactions involving layered capital stacks and complex financing arrangements.
  • Assist in identifying opportunities to leverage PCAP's NMTC allocation and other impact investment resources.
  • Actively originate commercial, nonprofit, and community development lending opportunities throughout PCAP’s footprint.
  • Develop and maintain referral relationships with banks, credit unions, economic development organizations, chambers of commerce, municipalities, foundations, and technical assistance providers.
  • Collaborate with developers, accountants, attorneys, investors, and community partners on tax credit transactions.
  • Educate borrowers and community partners regarding tax credit financing opportunities.
Participate in the development of internal expertise and training related to NMTC, Historic Tax Credits, Opportunity Zone investments, SBA programs, and other community development finance tools.
  • Support and participate in regional entrepreneurial ecosystem‑building activities, business resource events, and borrower education initiatives.
  • Assist leadership in identifying new lending products, funding opportunities, and community development initiatives.
  • Collaborate with colleagues across lending, portfolio management, impact, and business services teams to advance PCAP's mission.
Qualifications

Experience leveraging financial acumen and problem-solving skills to create innovative solutions that reduce capital access barriers for small businesses.

Experience with complex financing transactions involving multiple funding sources; working with nonprofit organizations, community facilities, affordable housing, or economic development projects; lending practices in rural and underserved markets; and CDFI, community bank, development finance institution, or impact investment experience preferred. An equivalent combination of education and experience may be considered.

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, Outlook, Salesforce or similar CRM, and lending platforms). Must have the ability to learn other computer software programs as required by assigned tasks.

Bachelor’s degree in finance, Accounting, Business Administration, Economics, Community Development, or closely related field is required. A minimum of 10 years of progressively responsible commercial lending, community development finance, banking, or economic development experience needed.

Must possess a valid driver’s license and be insurable under PCAP’s plan. Regular travel throughout North Carolina is required. Occasional overnight travel within North Carolina and PCAP's broader service area may be required.
