Job summary

Texas Health and Human Services Commission (HHSC) seeks a Systems Analyst IV to support security operations, vulnerability management, and lifecycle activities across Texas HHSC agencies. The role focuses on server maintenance, incidents, and forensic data collection, with minimal supervision.

The position collaborates with Legal, Program, and IT teams, managing Archer and other tools, and supporting formal audits and continuous monitoring efforts.

Qualifications

  • Experience in security operations, vulnerability management, and risk tracking.
  • Ability to develop and maintain system security plans and compliance evidence.
  • Experience with Windows server administration and PowerShell utilities.

Responsibilities

  • Coordinate with Security and vendors using Archer to review scan results and plan remediation.
  • Manage documentation for Digital Information Services apps including licensing and tickets.
  • Perform Windows server administration, patching, and lifecycle management with PowerShell and admin tools.
  • Handle security incidents by managing tickets in BMC Helix or Remedy and document findings.
  • Support Open Records Requests by running searches and exporting results as directed by Legal.
  • Collect, process, and analyze litigation data and preserve digital evidence per protocol.
  • Submit CAB requests for platform maintenance and vendor support tickets.
  • Assist with other duties as assigned and potential after-hours work.

Brief Job Description

Reporting to the Director of Digital Information Services, this position collaborates with Legal, Program, and IT teams across Texas Health and Human Services (HHS) agencies. As a member of the IT Operational Support group, this role supports security operations, vulnerability management, and system lifecycle activities, including server maintenance and decommissioning systems. Responsibilities include tracking risks and vulnerabilities in Archer, managing IT service requests, and collecting forensic data from digital devices. Additional duties include advanced computer systems analysis, server administration, user requirements definition, procedure development, and system enhancement or automation. The position requires technical expertise in analyzing complex systems, maintaining server environments, supporting lifecycle activities, developing strategic solutions, and collaborating effectively with business and technical teams. Work is performed with minimal supervision.

Essential Job Functions (EJFs)
  • Coordinate with Security and vendors using Archer management tool to review scan results, plan remediation, and manage risk acceptance. Developing and maintaining detail documentation for security controls, including implementation statement and providing supporting evidence for compliance. Write and validate System Security plans, support audits and continuous monitoring activities. (25%)
  • Manage information and documentation for all Digital Information Services applications, providing support for architectural reviews, authority to operate, licensing, and system support tickets as necessary. (15%)
  • Performs server and systems administration activities, including configuring, maintaining, patching, troubleshooting, and supporting Windows server environments. Uses administrative tools such as PowerShell, Command Prompt, Registry Editor, and related system utilities to manage configurations, resolve technical issues, support security remediation, and maintain system availability and performance. (15%)
  • Handle security incidents by managing tickets in BMC Helix or Remedy, investigating, prioritizing, and documenting findings. Handle the Digital Information Services ticket queue(s) by updating and responding to tickets within a limited timeframe. (10%)
  • Support Open Records Requests by running searches and exporting results as directed by Legal. (10%)
  • Collect, process, and analyze litigation data, preserve digital evidence per protocol, maintain chain-of-custody, and provide forensic reports, using a variety of forensic data collection tools such as iMazing, Robocopy, EnCase, Forensic tool kit (FTK), etc. (10%)
  • Submit Change Advisory Board (CAB) requests for platform maintenance and vendor support tickets. (10%)
  • Other duties as assigned. (5%)
  • After-hours work may be required to meet schedule demands.
Knowledge, Skills and Abilities (KSAs)

Knowledge of:

  • Knowledge of security operations, vulnerability management, risk tracking, and remediation coordination processes.
