We invite you to apply for consideration to work in our well-equipped shop where all tools are provided and a team atmosphere that encourages safety.
Perform a wide variety of diagnostic, maintenance and repair functions for a wide range of diesel and gasoline powered vehicles and specialized construction equipment, maintenance, fire, police and other equipment in the City shop or field as necessary. Vehicle and equipment inspection, diagnosis and perform repairs. Assist the Maintenance Foreman with customer service, shop and fleet planning, supervisory duties, and day-to-day administration, purchasing, records, safety, and training functions.
Essential Job Functions
Work activities involve multiple skills and may include, but are not limited to, any or all of the
following depending on area of assignment, operational necessity, emergency services, special projects, and seasonal factors:
- Perform inspections of new and new-used vehicles and equipment to ensure conformance with order specifications as to fit, finish and overall serviceability.
- Make regular service and maintenance repairs in the shop or emergency repairs in the field on equipment such as police cars, fire equipment, pick-ups, refuse trucks, single and tandem axle dump trucks, and mobile and stationary equipment such as air compressors and generators.
- Set-up, adjust and operate engine diagnostic tool, and other test equipment and devices.
- Diagnose malfunctions involving specialized electronics and computer controls, fuel systems, ignitions, mechanical or hydraulic malfunctions. Replace parts and adjust to manufacturers specifications.
- Perform vehicle and equipment service and preventative maintenance activities as scheduled. Maintain record of vehicle and equipment repairs in accordance with established procedures.
- Coordinate vehicle and equipment repair activities with outside vendors as authorized
- Repair and/or replace, as needed, items such as tires, belts, hoses, brakes, radiators, axles, alternators, differentials, hydraulic cylinders, carburetors, ignition plugs, water pumps and electrical components.
- Remove and replace engines and vehicle drive train components including clutches, transmissions and drive shafts.
- Perform minor vehicle body repairs and refinishing activities including upholstery work as required.
- Assist in supervisory functions, safety and other job-related training and be a resource to crews, staff, and other division employees.
- Assist the Maintenance Foreman in shop planning, purchasing, records and computer functions.
As requested by other departments, assist the Maintenance Foreman to provide cost information on repairs and cost of new/used equipment.
- Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other City staff, vendors, and the general public, and respond in a courteous and helpful manner sometimes in stressful situations.
- Make certain equipment available for use meets established standards to ensure safe and legal operating condition and that day-to-day shops functions meet safety standards.
- Perform gas, plasma and arc welding as needed to accomplish vehicle, equipment repairs and fabrication.
- Fabricate parts within capability of available City shop equipment and time constraints as necessary to accomplish repairs. Also devise and adapt tools, aids, improved work methods and procedures as necessary to accomplish service delivery.
- Comply with environmental regulations regarding disposal of fuels and maintenance of vehicle wash rack, pumps and pressure washer systems.
- Perform small engine equipment maintenances and repairs such as lawn mowers, portable compressors, chain saws, compactors, and serve as a resource to divisions on equipment safety, service, and operations.

Performance Requirements (Knowledge, Skills And Abilities)
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required with or without reasonable accommodation.
- Knowledge of diesel and gasoline engines, automatic transmissions, differentials, trans-axels,
vehicle electrical systems, hydraulics, shop techniques, welding, cutting and body work.
- Knowledge and skills with hazardous materials and MSDS practices.
- Ability to apply knowledge of gasoline or diesel engines, maintenance of specialized equipment and the ability to detect, diagnose and resolve malfunctions.
- Knowledge of English grammar verbal and written.
- Good training and customer service skills.
- Ability to understand and apply technical manual information such as tune-up specifications, mechanical component tolerances and assembly/reassembly sequences.
- Ability to interpret electrical diagrams and to recognize differences in colors to assure safety requirements in vehicle electrical wiring repairs.
- Ability to learn to proficiently operate, train and check out employees utilizing specialized equipment such as single and tandem axle dump trucks, fire fighting equipment, pumps, wheel tractors, refuse trucks and backhoes as necessary, as well as repair activities.
- Ability to utilize a variety of hand and power operated tools and equipment to perform vehicle and equipment inspection, maintenance and repairs
- Ability to perform work in accordance with industry safety practices.
- Knowledge to use a personal computer and associated City and shop software.
- Ability to continually learn and update skills with changes in technology and fleet requirements.
Qualifications & Requirements
An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be considered.
- High school graduation or GED equivalent.
- Completion of a certified diesel technology program, community college coursework, military mechanic training, or equivalent formal technical training is strongly preferred.
- Minimum of five (5) years progressively responsible experience as a diesel mechanic in a shop or field environment that must include a minimum of five (5) years of experience in all the following areas:
- Troubleshooting and Diagnostics
- Repair and Maintenance
- Engine and Drivetrain Systems
- Hydraulic and Electrical Systems
- Welding and Fabrication
- Recordkeeping and Safety Compliance
- Must be able to acquire specialized work certifications, including Fire Training Apparatus.
- Must be able to acquire specialized certifications in specific areas of work.
- Must obtain CPR and Industrial First Aid Certification within three (3) months of hire.
- Complete a comprehensive background screening prior to hire.
- Valid driver’s license at the time of hire and ability to provide a driver’s abstract with a good driving record.
- Must have or obtain a valid Commercial Driver’s License (CDL) Class B, with a medical certification, within six (6) months after successful completion of a probation period.
- Must pass drug screening at time CDL License is obtained, and periodically thereafter following the City’s CDL policy.

The physical demands and characteristics of the work environment described here are representative of those occurring in the performance of the essential functions of this job. Work is performed inside and outdoors under dirty, uncomfortable and hazardous conditions in all types of weather conditions. Work requires the ability and stamina to perform heavy manual physical labor and repetitive lifting throughout a work shift, in addition to normal visual and hearing acuity, substantial manual dexterity, as well as the ability to stand, crawl, climb bend, twist, stoop, kneel while working, and move items weighing in excess of 50 pounds using proper lifting techniques. Work may involve exposure to hazardous chemicals or blood borne pathogens and requires appropriate safety precautions. Weekend and after-hours work is sometimes required.

The City of Oak Harbor offers a generous benefit package to our employees that include:
Vacation and Sick Leave Accrual
Sick leave accrual is
8 hours per month.
Full-time employees receive vacation accrual on the following schedule.
Years of Service Vacation Accrual Rate
- 0 to 5 years - 8 hours/month
- 6 to 10 years - 10 hours/month
- 11 to 15 years - 13.33 hours/month
- 16 to 20 years - 15 hours/month
- 21 plus years - 16.66 hours/ month
The vacation accrual rate for a part-time employee shall be pro-rated as a percentage of the full-time rate.
Holiday Pay
The City provides eleven (11) paid holidays per year plus two (2) floating holiday of your choice (total of thirteen (13) days).
Medical Insurance
A choice from three options is provided through the Association of Washington Cities (AWC).
- Kaiser $200 Deductible Health Plan,
- Regence High Deductible Health Plan (with a City funded HSA)
- Regence HealthFirst 250 Health Plan.
The City pays 100% of the premium for a full time, regular employee (32 hours or more) and 90% of the premium for spouse and dependent children.
Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.
Vision Insurance
Vision Service Plan -The City provides a paid family vision plan which covers a yearly exam per person and a portion of vision hardware (frames, lenses and contacts) depending upon the use of accepted network providers.
Dental Insurance
Washington Dental Service/DELTA is preventive, incentive-based dental coverage provided through Association of Washington Cities, and pays as follows: 70-100% preventive, 70-100% basic, and 50% major dental to a maximum of $2000/person/year. Included is an orthodontic rider for children of 50% orthodontic expenses to a maximum of $1000 per child/lifetime. The City pays 100% of the premium for a fulltime, regular employee and 90% of the premium for spouse and dependent children.
Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.
Washington State Retirement Programs
Required pension plan for all City employees.
PERS (Public Employee Retirement System) plans 2 or 3 is for all general City employees.
LEOFF (Law Enforcement Officers and Firefighters) plan 2 is for safety service employees.
PSERS plan 2 is for Public Safety Service Officers (Corrections Officers).
Employee contribution rates (% of gross income) vary for the plans. The City makes a contribution as well.
Basic Life Insurance & Long Term Disability
The City pays for a $50,000 basic group life insurance policy as well as a long term disability policy for employee only through Standard Insurance Company.
