Job summary

REI Systems is seeking a Program Manager - DHS Portfolio to lead complex federal IT programs across the Department of Homeland Security. The role will initially support an established USCIS program and related portfolio growth.

The Program Manager will be accountable for customer satisfaction, delivery, staffing, financial performance, contractual commitments, and risk management across multiple teams. The ideal candidate has direct DHS experience and has led organizations of 50 to 100 personnel

Qualifications

• 10+ years of federal IT consulting or delivery experience, including 5+ years leading complex DevSecOps programs.
• Direct DHS experience in a program, project, delivery, or client-management role.
• Experience managing program financials, federal contracts, task orders, CLINs, staffing, subcontractors, and compliance.
• Strong customer-facing experience with government program managers, contracting officials, technology leaders, and executives.
• Working knowledge of federal IT modernization, software development, cloud, data, cybersecurity, Agile, and DevSecOps.
• Bachelor's degree in a related field; leadership, communication, financial management, and problem-solving skills.

Responsibilities

• Lead DHS programs and workstreams from planning and transition through execution, operations, and closeout.
• Own scope, schedule, staffing, deliverables, service levels, quality, risks, and customer commitments.
• Lead technical teams totaling 50–100 providing mission-critical DevSecOps services.
• Establish clear roles, decision authority, reporting, escalation paths, and performance expectations across teams.
• Develop staffing and succession plans, support recruiting and onboarding, and resolve delivery or performance issues.
• Coordinate with stakeholders to translate priorities into delivery plans and maintain contractual alignment.
