Deputy Program Manager, National Security Programs

AWS runs a globally distributed environment, operating at massive levels of scale. Businesses, from start-ups to enterprises, run their operations and applications on AWS’s multi-tenant infrastructure. Governmental organizations are also looking to and depending on AWS for cloud solutions and services.

We are seeking an experienced Program Manager to serve as a Deputy PM, leading a key Cloud Infrastructure Program, a critical initiative that delivers secure, scalable, and mission-driven cloud solutions for our national security customers. This role will be responsible for overseeing program execution, ensuring alignment with customer and stakeholder priorities, and managing technical, operational, and business outcomes.

The ideal candidate has a deep understanding of cloud computing, national security mission requirements, and large-scale program management. They should be adept at driving cross-functional collaboration, developing strategic roadmaps, and executing complex programs in highly regulated environments.

This position is based in Jessup, Maryland, where you will join a cadre of program management and technical professionals in pursuing new and overseeing existing US Government contract requirements, and aligning to current and upcoming National Security programs. As a Deputy Program Manager, you will spend the majority of your time partnering with business leaders and government executives engaged in furthering AWS' National Security programs portfolio.

The role requires subject matter expertise, technical program management, and technical business development experience to incorporate technical requirements into commercial transactions and effectively structure, facilitate, and close deals, and manage operational program activities in accordance with existing contract performance criteria. You will draw upon extensive information technology-centric project management, critical thinking, and analytic problem-solving skills coupled with business development and executive communication skills within the US Intelligence Community.

This position focuses on managing the IDIQ program responsible for delivery of AWS services to our IC customers. This role requires influential, cross-functional leadership across diverse teams to solve complex problems, identify requirements, design processes, and manage timelines for programs and projects. It involves delivering results by driving diverse teams, such as sales, capture, business operations, legal, cybersecurity, solution architects, and software development, towards a common goal. It entails regular communication with senior management on project status, business opportunities and risks.

To be successful in this position, the candidate must have the ability to solve complex, technical/non-technical problems with simple and practical solutions. Candidate must possess a high level of professional maturity, be able to represent AWS during high-stakes, difficult and contentious conversations and situations with customers, competitors, and partners. This person must be comfortable with ambiguity and display a willingness to dive deep to uncover additional insights and solutions when problems arise. A strong candidate is customer-obsessed and displays a bias for action in everything they do.

This position requires that the candidate must currently possess and maintain an active TS/SCI security clearance with polygraph.


Key job responsibilities
Core Responsibilities:

Program Leadership & Execution:
• Own and drive the end-to-end execution of the C2E Cloud Infrastructure Program, ensuring on-time and high-quality delivery.
• Define program goals, success metrics, and execution strategies to align with customer and business priorities.
• Lead program reviews, report on status, risks, and mitigation strategies, and drive continuous improvement.
Stakeholder & Customer Engagement:
• Serve as the primary liaison between internal AWS teams, government customers, and external partners.
• Build trusted relationships with key stakeholders to anticipate requirements, resolve roadblocks, and drive mission success.
• Communicate program updates effectively to senior leadership, both internally and externally.

Cross-Functional Coordination:
• Partner closely with engineering, security, compliance, and operations teams to drive technical execution and risk management.
• Ensure alignment between technical teams, policy/compliance teams, and business objectives.
• Coordinate across multiple AWS service teams and vendors to deliver integrated cloud solutions.
Risk & Compliance Management:
• Identify and mitigate risks related to security, compliance, scalability, and operational execution.
• Ensure adherence to security and compliance requirements, particularly in classified and highly regulated environments.
• Work with legal, contracts, and security teams to navigate government requirements and drive approvals.

Strategic Growth & Innovation:
• Develop and drive the strategic roadmap for the C2E program, identifying opportunities for innovation and optimization.
• Influence AWS’s cloud adoption strategy within the national security space by advocating for mission-driven solutions.
• Stay informed on emerging technologies, government cloud adoption trends, and evolving security/compliance requirements.

BASIC QUALIFICATIONS

- Bachelor's degree
- 8+ years supporting information technology programs under the National Industrial Security Program, and/or with the US Intelligence Community
- 5+ years of experience in a leadership role responsible for personally developing project schedules, work breakdown structures, project management plans, performance management plans, risk mitigation plans, operations management plans and methods for measuring team performance in the completion of contractually obligated deliverables.
- 3+ years of experience creating forward looking program plans and portfolio road maps
- 5 + years experience years of experience managing complex projects and programs and using/producing project documentation, schedules, briefings, performance models, and contract deliverables
- 5+ years experience managing projects in compliance with U.S. federal acquisition rules.
- Current, active US Government Security Clearance of TS/SCI with Polygraph

PREFERRED QUALIFICATIONS

- Experience interpreting data and making business recommendations
- MBA
- Possess a Program Management Professional (PgMP) or Project Management Professional (PMP) certification
- Possess a AWS Certified Cloud Practitioner and/or AWS Solutions Architect Associate certification
- Demonstrable knowledge of IC programs, processes and implementations.
- Demonstrable record of being detail-oriented with relatable past examples showing ability to self-motivate and follow-through on projects.
- Demonstrable Strong customer focus, ownership, urgency and drive.
- Demonstrable ability to communicate effectively with both technical and non-technical individuals.
- Demonstrable ability to present technical and programmatic briefings to senior Government officials.
- Experience managing projects built using cloud technologies; understands the challenges involved with providing technical solutions

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $133,200/year in our lowest geographic market up to $220,200/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
