Groundswell Corporation is hiring a Deputy Program Manager to lead project delivery for federal initiatives in the Washington, DC area. You will guide cross-functional teams, implement PM methodologies, and manage risk and scope to ensure on-time, on-budget outcomes.

The role requires a strong background in enterprise technology programs, SAFe Agile experience, and the ability to coordinate with vendors, customers, and OEMs. Local travel may be required; secret clearance preferred.

Qualifications

• Bachelor’s degree or equivalent combination of education and professional experience.
• 10+ years of progressive project management experience leading complex, enterprise-wide technology initiatives.
• Proven ability to deliver projects on schedule and within budget while managing internal and external resources.
• Lead and influence cross-functional teams across a matrixed organization.
• Ability to evaluate scope, estimate work, and develop delivery plans.
• Strong communication and relationship-building with internal teams, customers, vendors, OEMs, and subcontractors.
• Experience with SAFe Agile methodology preferred.

Responsibilities

• Provide day-to-day project leadership throughout the lifecycle.
• Define and educate teams on PM standard processes (change/config management, risk/issue, communications).
• Collaborate with program leadership to align activities with business objectives.
• Drive delivery improvements to processes and customer experience.
• Ensure deliverables meet standards and regulatory/compliance requirements.
• Develop and manage the project communications plan for leadership and customers.
• Support go-live by addressing roadblocks and escalations.
• Build relationships with OEMs and subcontractors for alignment and delivery.
