Job description

AFO has an opening for a dynamic Deputy Program Manager / Business Analyst (DPM) to support the Letterkenny Army Depot in Chambersburg, PA.

As the DPM, you will directly support program requirements for the Depot by achieving program objectives, interfacing with customers, and supervising a diverse team of technical professionals. Responsibilities include supporting the program manager’s daily operations related to contract management, finance, security, staffing, supply chain, maintenance management, real property maintenance, life-cycle management, and procurement.

The ideal candidate will have excellent team management skills, business process improvement skills, dynamic customer engagement and relationship management abilities. Additionally, they should possess superior analytical and problem-solving skills, operate independently with limited supervision, be a strong team player, and establish solid working relationships with staff, peers, and external government customers.

The portfolio includes, but is not limited to, Maintenance Manufacturing Recapitalization (Recap), Reset and Modernization, Technical Support, Weapon Systems Maintenance, Logistical Services, Staffing Services supporting LMP, and Real Property Management and support services.

Note: This position is contingent upon award.

Responsibilities
  1. Execute all facets of program management for the contract, including cost, schedule, reporting, and engagement.
  2. Assist in assessing project objectives and conducting business needs analysis.
  3. Provide clear, structured requirements analysis, tradeoff analysis, requirement feasibility, and risk analysis.
  4. Research and develop cost-benefit analyses.
  5. Participate in the management of comprehensive operations, providing supervision to shift supervisors and team leaders.
  6. Assist the Program Manager with developing and administering project goals, objectives, and procedures.
  7. Oversee scheduling and assignment of personnel across over 40 labor categories.
  8. Monitor and evaluate service delivery methods and procedures; recommend improvements.
  9. Plan, direct, coordinate, and review work plans for staff; assign activities, review work products, and resolve issues.
  10. Develop, mentor, and oversee personnel.
  11. Drive innovation and integration of new technologies into project activities.
  12. Analyze business and technical requirements.
  13. Liaise with management stakeholders, participate in planning meetings, and ensure compliance with policies and work standards.
Qualifications
  • Bachelor’s degree or four years of equivalent experience.
  • Minimum 10 years managing diverse, integrated workforces.
  • Data analytical skills, proficient in Microsoft Excel.
  • Excellent interpersonal and communication skills.
  • Attention to detail and ability to report on fraud, waste, and abuse.
  • Knowledge of project management processes and financial management.
  • Proficiency in MS Office suite with strong communication and problem-solving skills.
  • Strong oral and written communication skills.
  • Ability to work independently and in a team environment.
  • Adaptability and motivation to grow and learn.
